- Solicitation Document including SOW. The U.S. Copyright Office (USCO) is responsible for the legal interpretation of the copyright law. USCO wishes to procure a document collaboration tool that will allow multi user collaboration, allow staff to maintain a centralized document management program and allow staff to manage documents throughout the life cycle of ingest/creation, review, revision, dissemination, routing, finding, reusing, reporting and archiving.
