- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Indianapolis Healthcare System, VISN 10 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for the following items listed below. The associated NAICS code for this is 541512. The vendor will be Unibased Systems Architecture, Inc., 14323 S Outer 40 STE S300, Chesterfield, MO 63017. Description of requirements: The RMS (Resource Management Software) system by Unibased System Architecture, Inc. is proprietary software. This system is used in patient care. The system has an interface with VistA built when the product was purchased-which helps ensure the appointments cross over correctly to CPRS/VistA. The product enables staff members to successfully schedule patients in a timely and efficient manner. This product also allows for reports to be ran to see who is scheduling and how often as well as other resource reports. The product can be on all desktops and does not have a limit to the licensing on the computers. Without this system, we would have no means of scheduling patients. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
