- Description
- Intend to award sole source based on FAR 6.302-1, Only One Responsible Source. This sources sought synopsis is being issued to provide other potential offerors the opportunity to provide capability statements with respect to the requirement described below. The scope of this contract will require the delivery of one BOSS software upgrade for ICP TJ15-026 for the Advanced Weapons Laboratory (AWL) at Naval Air Warfare Center Weapons Division. This BOSS software upgrade will be used at the AWL to support testing and integration of Link-16 Tactical Data Link during sustainment of fielded and development of new software system configuration sets (SCSs) for the F/A-18 and EA-18G aircraft. This provides the AWL compatibility with other military services such as the United States Air Force platforms which also implement Link-16 messages. This upgrade must be compatible with the BOSS software already in place at the AWL. Tactical Communications Group, LLC proprietary software implements the Link-16 message set per the MIL-STD-6016E. This update of the BOSS is to support the J28.2.7 message that is necessary for BOSS to continue to be used to efficiently test and integrate Link-16 on F/A-18 and EA-18G type mode series in the laboratory environment in lieu of more expensive flight tests. BOSS will be used when verifying the proper integration of Link-16 on F/A-18 and EA-18G aircraft as well as verifying the interoperability between platforms. The BOSS solution, to include the J28.2.7 message, is needed to fully test and certify the F/A-18 and EA-18G SCS Link-16 implementation. Performance of the work required under this prospective contract requires a Facility Clearance to the level of Secret. Any interested party believing they can meet the described requirement must identify in writing their interest, experience and the capability to satisfy the requirement no later than 31 August 2016 via email to the Contract Specialist, Caitlin Brigdon at caitlin.brigdon@navy.mil and the Contracting Officer, Thom Vitale at thomas.vitale@navy.mil via a Microsoft Word.doc or Acrobat Adobe.pdf file. The File must not exceed 10 pages with a minimum font size of 12 point. The results of this Sources Sought will be utilized to identify companies that can meet the agency's requirements. In your response, please include Company Size (Small or Large according to the NAICS and size standard listed).
