- Sources Sought Announcement This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential sources capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of business, e.g. small or other, as appropriate and (i) must provide a capability statement that addresses the organization's qualifications and ability to perform as a contractor for the work described below in italics. Statement of Work Southern Arizona Veteran Affairs Health Care System, (SAVAHCS) is located at 3601 S. 6th Ave, Tucson AZ, 85723 and is seeking contractors who can fulfill a continuous requirement to provide services to the owned terminal, transmitters, and receivers, which shall include all replacement parts, maintenance, service, labor and technology. 24 hour per day, 7 days per week coverage for base equipment and deport repair for receivers. TUCSON BASE EQUIPMENTQTY 1.Model 2100 Paging Terminal 1 2.Millinium Radio Transmitters1 3.Model 66 Transmitter Controller1 4.24hr x 7 days a week coverage 5.Unlimited phone support and Four Hour Response Time RECEIVERSQTY 1.TLA852816 2.TTI OVATION43 3.RPR752175 4.Unlimited depot repair service on all receivers with return shipping included. 5.Eaton Model 9355-30 30kVA S/N BG466JBA03 System General Requirements The system shall provide for complete narrow-band voice digital two way and radio paging communications throughout the facility's building, associated structures/buildings and grounds. It is understood that 100% coverage may not be obtainable. However, it is expected that at least 98% coverage will be provided. At minimum, the successful local facility areas of operation shall include, but not be limited to: each ICU, on-call room, emergency room, engineering office and shop, supply warehouse, loading dock, security office, parking area and/or deck, basement, and all above ground floors in each facility. The vendor shall fully qualify the outside coverage requirement by a geographic map with the facility in its center and outline all coverage locations, radiating in a 360 degree pattern to the confines of each facility property line. The map shall indicate areas of primary, secondary, marginal, and out of range operation. The system shall be capable of providing routine two way and radio paging operation on a first come first served basis from any or all areas selected by an initial page originator. The system shall be able to be accessed individually and at the same time from the designated telephone(s) and microphone(s). System Performance Requirements (Reference) The system shall meet the following minimum performance standards: Radio Standards: oEmission Designator: 11K00F2D (or as designated by VA's Frequency Manager) oPower Output: 100 Watts (W) maximum or as specified by the station operating license(s) oOperating Frequency: Designated Government Protected Frequencies as specified on the station operating license(s) oFrequency Stability: NTIA specified/approved for narrowband operation oSignal to Noise (S/N) Ratio: 50.0 dBm at the control unit oNoise Figure: 6.0 dB maximum measured pager/receiver threshold oAutomatic Gain/Level Control (AGC/ALC): 40.0 dB Gain Variation Compensation oMean Time Between Failure (MTBF): 50,000 hours minimum (at least 5 years) based on a 24 hour day Voice and Audio Standards: oInput and Output Signal Level: 0.0 dBm at 1 kilohertz (kHz) test tone modulation level. Contractor shall provide coverage maps. Industry-standard nationwide coverage to be provided when requested. Contractor shall provide off-net services, where applicable/necessary. oContractor shall be reimbursed for lost, stolen, or pagers damaged through negligent use at the contract rate. Important information The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No subcontracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 517210 ($27.5M).
