Description
☒ Other Price Analyses or Comments: The service is on a Federal Supply Schedule GS-035F-0031L has already been synopsized and negotiated within the General Services Administration. Per FAR 8.404 GSA has already negotiated fair and reasonable pricing. The Government Estimate for the base year of service is the same as the quote and the purchase request. The Contracting Officer Dr. Gely negotiated a cost savings of $12,183.00 on Option Years 3 and 4 which further reduces the negotiated prices. The GSA negotiated price for the base year and the option years would have been $913,632 and after the negotiations our final cost is $699,081.00 The FAR 8.002 "Agencies shall satisfy requirements for supplies and services from or through mandatory sources of which GSA is included. Far 8.404 mandates Federal Supply Schedules as well as FAR 17.5. FAR 17.5 Interagency Acquisitions mandates a determination be made verifying that the use of another agencies procurement is a value to the Government. 61331 will issue the award to the Pacstar and N61331 will administer the award therefore there is no cost to GSA for NSWC PCD piggy backing off of their GSA Contract. By making this purchase off the GSA Contract, NSWC is further saving the Government the labor cost of a GS12 Contract Specialist from synopsizing the procurement and delay of at least 10 days, solicit open market bids delay of at least 10 days, as well as the analysis at the close of the solicitation at least 3 of 4 days. By use of the GSA contract, NSWC PCD is in compliance with the FAR, and is able to save the Navy as explained above. Keep in mind the added cost savings from Dr. Gely's negotiations with Pacstar. By use of GSA's contract, NSWC is able to obtain the needed services for our Navy Mission quicker because the procurement can be made in a day or two versus the mandatory time allowances for the synopsis and solicitation processes. The Contract Specialist and Contract Officer have both determined together that the use of the GSA is the best approach given all factors. Recommend the price of $162,843.00 for the base year be determined fair and reasonable.
