Description
The Government intends to award modifications to two existing contracts in order to provide necessary, ongoing support and hardware procurement for the LCS MM program on behalf of Program Executive Office (PEO) LCS. These contracts are with Northrop Grumman, Aerospace Systems, 600 Grumman Road West, Bethpage, New York, 11714. These actions are to support ongoing requirements while the program transitions to a competitively awarded contract solicited under RFP N00024-16-R-6300. The hardware and services to be procured are as follows: •1) Option periods for continued performance of assorted engineering, integration, logistics, and life cycle sustainment services, totaling a potential 14 months if all options are exercised. •2) Fabrication and production of up to three Surface Warfare (SUW) Mission Packages comprised of two Gun Mission Module (GMM) Support Structures each. Fabrication and production of two Mine Counter-Measures (MCM) support containers, consisting of one Airborne Laser Mine Detection System/Airborne Mine Neutralization System (ALMDS/AMNS) container and one Organic Airborne Mine Counter-Measures (OAMCM) container. Northrop Grumman developed and is the producer of the mission modules which are comprised of shipping containers and support equipment; and the overall integrator of these mission modules. There are three different mission modules at differing stages of development, test, and fielding. Until the competitive follow-on contract solicited under N00024-16-R-6300 is awarded, Northrop Grumman is the only responsible source capable of fulfilling the Navy's requirements for LCS mission module production, integration, logistical and other support services. Award to another source would result in unacceptable delays that could impact the availability of LCS seaframes for deployment, testing, and ongoing training requirements. These sole-source procurements will be structured with the maximum flexibility possible to allow for transition to the competitively awarded contract as soon as it is awarded. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 63.02. Interested parties may respond to this synopsis with a letter of capability and interest. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these proposed contract actions based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
