Description
The Department of Veterans Affairs VA Central California Health Care System, CA (VACCHCS) is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 for Project 570-16-004, Design Revised Master Plan. The project will be located at the VACCHCS located at the VA Medical Center Fresno Campus, 2615 E. Clinton Avenue, Fresno, California 93703. The purpose of this project is the development of an integrated facility design for VA Central California Health Care System (VACCHCS) to identify existing problems, future demands, and establish strategic programs to address deficiencies. The work to be performed includes two distinctive phases: (1) data collection, function, capacity and site analysis; and (2) comprehensive planning and phasing. The goals that VACCHCS want to achieve in development of this integrated facility design is a comprehensive Master Plan. This plan would right size the Community Outpatient Clinics (CBOC's), VA Fresno Medical Center main site facilities, and the VA Fresno Medical Centers newly purchased off site facilities based upon demographics and workload projections. The contract work requires multiple disciplines. The Prime firm shall be a licensed/registered professional firm. The disciplines required include, but are not limited to: Architectural, Civil, Interior Design, Structural, HVAC, Plumbing, Electrical, Fire Life Safety, Sustainability, Security, IT/Data, Construction Cost Estimating, Signage/Way-Finding, Landscaping and Geotechnical. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) Past Experience of the firm and its proposed designers; (2) Specialized Experience and Technical Competence in Master Planning; (3) Capacity to accomplish the work in the required time (nine months following notice to proceed); (4) Past Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Geographical location and knowledge of the locality of the project. Firms that meet the requirements described in this announcement are invited to submit four (4) copies of SF 330's by 3:00 PM PT August 31, 2016, to the following: Ms. Denise R. Groves, Contracting Officer, Network Contracting Office 21 (NCO 21), 855 M Street, Suite 1020, Fresno, California 93721. This procurement is a total Service Disabled Veteran Owned Small Business (SDVOSB) set aside. However, the Government reserves the right to automatically convert the set aside from total SDVOSB to a total Veteran Owned Small Business (VOSB) set aside in the event that after review of the 330's received from SDVOSBs, there are not two highly qualified firms to move to the next step in the Brooks Act process. Therefore, VOSB firms are encouraged to submit their 330's. All firms that submit 330s must be listed in Veterans Information Page (VIP) as certified in order to be considered for this procurement. Offers from unverified SDVOSBs or VOSBs are considered deficient and will not be evaluated. This set aside process is in keeping with VA Procurement Policy Memorandum 2016-05 - Implementation of the Veterans First Contracting Program. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation.
