- The Census Bureau intends to award a Sole Source Firm Fixed Price contract with one Time & Materials CLIN to Oracle USA, Inc., 1910 Oracle Way, Reston VA 201904733. This Sole Source Contract is for high- level technical support directly from Oracle with Spatial/Topology capabilities, to ensure the efficient and effective management of mission critical systems and databases and that deliverables to both internal and external customers are not delayed. The Geography Division of the US Census Bureau is the larget user of this technology in the world, and as such is constantly pushing the software to its limits. Therefore it is imperative that the Geography Division receives the timely and highly skilled support that is necessary to perform the day to day operations of that ultimately support mission critical Census Bureau Divisions as well as the general public. The base period of performance is date of award through September 14, 2017, with four (4) twelve (12) month options. The Census Bureau has major initiatives to modernize and consolidate infrastructure that supports the Master Address File/Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) System. The MAF/TIGER database (MTDB) is the Geography(GEO) Division's core set of digital files that store both the spatial and tabular data that enables the Census Bureau to collect and tabulate data from censuses and surveys. The MTDB contains a variety of spatial and tabular data tables, which are used for internal processing to support mission operations such as field data collection, allocation of housing units to specific geographic areas, and maintenance of a national address file. The primary COTS product that GEO implemented was Oracle Spatial with Oracle Topology Manager based seamless National database integrating the spatial and address data. It is implemented in an environment consisting of multiple Oracle Real Application Clusters (RAC) as well as multiple single-instance Oracle databases. The Census Bureau has a continued need of support of the MAF/TIGER system that is based on Oracle COTS products. All interested parties may submit their capability statement, proposal, or quotation which shall be considered by the agency. Any information submitted may be used to determine whether to conduct future competitive procurements.
