- Purpose: The National Guard Bureau, Business Transformation Office, intends on awarding a contract which will implement and achieve the National Baldrige Program Integrated Management System (IMS) for Executive Leaders. The purpose of this Request for Information (RFI)/Sources Sought notice is to provide potential offerors advanced notice of this procurement, gauge interest, and receive any feedback or comments in regards to the Performance Work Statement (PWS.) Background: This requirement is in support of the Army National Guard-Business Transformation Office (ARNG-SPB). The Enterprise strategic planning process is comprised of three phases: Strategy Development, Strategy Implementation, and Strategy Management. Strategy Development will include the situation analysis (external assessment, internal assessment), priority issues, mission, vision, strategic themes (goals), objectives, strategies, organizational values, measures and targets, as well as methods of deployment, and accountability and reviews of the strategy. The National Baldrige Framework aligns the Senior Leader's Integrated Management System with its enterprise performance management, process improvement and holistic measurements of effectiveness effort. The IMS Strategic Planning and Pilot Execution effort will deploy at Arlington Hall Station and within the 54 states and territories. This effort will drive The Government Performance Results Acts of 1993 and 2010 Modernization results for the Army National Guard: To develop strategic plans with long-term goals, objectives, and action plans with supporting annual measures. The successful implementation of Baldrige Strategy Alignment Pilot is dependent on senior leaders setting the organization's strategic direction via a strategic planning process and development of a cyclical strategic planning process. The IPSP services include: (1) Align and influence the direction and efforts of the entire ARNG, (2) Define how the State National Guard aligns to National Defense Doctrine and Policy, (3) Guide the States and Territories as the Army's Transformation is implemented, (4) Facilitate the ARNG in fulfilling the requirements established by the 2010 Government Performance Results Act-Modernization, the Department of Defense (DOD) Management Initiative Directive (MID) 901, which requires all departments to establish a mechanism for tracking performance results, the President's Management Agenda and the Army Directive 2016-16, Management Every Dollar Counts. The following is attached for reference: the draft PWS. This notice is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. This is a Request for Information and does not constitute a solicitation or request for proposal and no award will be made as a result of this sources sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. Please provide a capability statement not to exceed ten (10) pages which details the following: relevant experience in the Baldrige Excellence Framework; experience with Military/DoD Strategic Planning; experience in designing and conducting strategic planning and execution workshops; similar experience in regards to both size (dollar value) and scope, business size, applicable contract vehicles and notice of your intent to propose on this requirement by 5:00 PM (EDT), 02 September 2016.
