Description
The U.S. Environmental Protection Agency (EPA), Office of Research and Development ¿s (ORD), National Risk Management Research Laboratory (NRMRL), Air Pollution prevention and Control Division (AAPCD) has a requirement for a multi-detector gas chromatograph (GC) to expand the existing analytical capabilities of the Volatile Organic Compound (VOC) laboratory. This instrument will be used to support research activities involving emissions characterization of qualifying greenhouse gases and high concentration hydrocarbon emissions. This requirement will be accomplished under FAR Part 13, Simplified Acquisition Procedures. The gas chromatograph will be cable of quantifying the following analytes in gas canister samples of ambient air and gas phase emissions: CO2, CO, CH4, N2O, and speciated C2-C3 hydrocarbons. The instrument shall generally consist of an operating gas chromatograph including the following: an injection port, a 6 or 10-port valve and gas sampling loop, temperature programmable column oven and an electronic pressure control. The GC will be coupled with a minimum of two detectors: a flame ionization detector (FID) with methanizer and an electron capture detector (ECD). A thermal conductivity detector (TCD) will also be included if the FID is not able to measure up to 20% CO2. Appropriate software for instrument control of the entire system and data analysis will also be provided. It is our intent to award a single fixed price delivery order for the instrument. The solicitation will be set-aside 100% for Small Business. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. OFFERS WILL NOT BE ACCEPTED UNTIL THE SOLICITATION IS ISSUED THROUGH FEDCONNECT ®. The solicitation is expected to be issued by the end of August 2016 through the FedConnect ® portal. It is the responsibility of the offerors to frequently check the FedConnect ® portal for updates or changes. FedConnect ® is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government.
