- Description
- Naval Air Systems Command (NAVAIR) is modifying this synopsis to include the following activities in its intention to solicit, negotiate, and award a sole source delivery order under the Basic Ordering Agreement (BOA) N00019-16-G-0001 with The Boeing Company. The action will continue to be completed pursuant to the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Boeing Company, the original designer, developer, and manufacturer of the 737 Next Generation cockpit, will also evaluate other components, including the Data Concentrator Unit (DCU) and the Airborne Data Loader. In addition, The Boeing Company will design, develop, and produce two cockpit update kits, for installation into a System Integration Lab (SIL) and/or simulation module, and conduct the necessary testing of the modification. Finally, The Boeing Company will produce a prototype kit, install the kit, and conduct all necessary testing on an E-6B aircraft. The Boeing Company remains the only contractor with the necessary technical data to perform this effort for the E-6B aircraft. The Boeing Company retains the proprietary 737 data and is the sole resource of the OIS algorithm. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 6 September 2016, 1300 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
