- The Department of Veterans Affairs VA Northern California Health Care System, CA (VANCHCS) is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 for Project 612-163, Design of Social Work, Home Based Primary Care, and Home Telehealth Support Building. The project will be located at the VANCHCS located at the VA Medical Center Mather Campus, 10535 Hospital Way, Mather, California 95655. This design effort shall primarily consist of preparing complete construction documents (CD's) to construct an approximately 13,000 gross square foot 2-story building for the following functions: Social Work program, the Home Based Primary Care program, and Home Telehealth Support program. The design will also include the demolition of Building 800, a 3,552 square foot deficient temporary structure. The contract work requires multiple disciplines. The Prime firm shall be a licensed/registered professional firm. The disciplines required include, but are not limited to: Architectural, Civil, Interior Design, Structural, HVAC, Plumbing, Electrical, Fire Life Safety, Sustainability (LEED Silver), Security, IT/Data, Construction Cost Estimating, Signage/Way-Finding, Landscaping and Geotechnical. Four (4) copies (see distribution below) of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) Past Experience of the firm and its proposed designers; (2) Specialized Experience and Technical Competence; (3) Capacity to accomplish the work in the required time (seven months from notice to proceed); (4) Past Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms that meet the requirements described in this announcement are invited to submit required (3) copies of SF 330's by 1:00 pm PT September 2, 2016, to the following: Mr. Kevin Maxson, Chief Engineering & Facilities Management, VA Northern California Health Care System, 10535 Hospital Way, Mather, California 95655 and one (1) copy of SF 330's by 1:00 pm PT September 2, 2016 to Ms. Denise R. Groves, Contracting Officer, Network Contracting Office 21 (NCO 21), 855 M Street, Suite 1020, Fresno, California 93721. There will be an informational meeting at the VA Mather Campus on August 23, 2016, from 11:00 am - 12:30pm in the Building 650 Engineering Conference Room. Project scope will be discussed and a site visit will be conducted. This procurement is a total Service Disabled Veteran Owned Small Business (SDVOSB) set aside. However, the Government reserves the right to automatically convert the set aside from total SDVOSB to a total Veteran Owned Small Business (VOSB) set aside in the event that after review of the 330's received from SDVOSBs, there are not two highly qualified firms to move to the next step in the Brooks Act process. Therefore, VOSB firms are encouraged to attend the information meeting and submit their 330's. All firms that submit 330s must be listed in Veterans Information Page (VIP) as certified in order to be considered for this procurement. Offers from unverified SDVOSBs or VOSBs are considered deficient and will not be evaluated. This set aside process is in keeping with VA Procurement Policy Memorandum 2016-05 - Implementation of the Veterans First Contracting Program. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation.
