- The Department of Veterans Affairs VA Central California Health Care System, CA (VACCHCS) is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 for Project 570-16-302, Design Expand Chilled Water (Phase II Chiller Infrastructure). The project will be located at the VACCHCS located at the VA Medical Center Fresno Campus, 2615 E. Clinton Avenue, Fresno, California 93703. This design effort shall primarily consist of preparing complete construction documents (CD's) to construct an overhead pedestrian canopy to replace an existing overhead pedestrian canopy. This overhead pedestrian canopy shall provide unseen raceway carrying main chilled water lines, steam lines, medical oxygen, control/alarm lines, and provide for future utility expansion. The design will also include the installation of two new chiller units within the existing Building 22A which will connect to the existing chiller infrastructure. The contract work requires multiple disciplines. The Prime firm shall be a licensed/registered professional firm. The disciplines required include, but are not limited to: Architectural, Civil, Interior Design, Structural, HVAC, Plumbing, Electrical, Fire Life Safety, Sustainability, Security, IT/Data, Construction Cost Estimating, Signage/Way-Finding, Landscaping and Geotechnical. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) Past Experience of the firm and its proposed designers; (2) Specialized Experience and Technical Competence; (3) Capacity to accomplish the work in the required time (fifteen weeks following notice to proceed); (4) Past Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Geographical location and knowledge of the locality of the project. Firms that meet the requirements described in this announcement are invited to submit four (4) copies of SF 330's by 3:00 pm PT August 31, 2016, to the following: Ms. Denise R. Groves, Contracting Officer, Network Contracting Office 21 (NCO 21), 855 M Street, Suite 1020, Fresno, California 93721. This procurement is a total Service Disabled Veteran Owned Small Business (SDVOSB) set aside. However, the Government reserves the right to automatically convert the set aside from total SDVOSB to a total Veteran Owned Small Business (VOSB) set aside in the event that after review of the 330's received from SDVOSBs, there are not two highly qualified firms to move to the next step in the Brooks Act process. Therefore, VOSB firms are encouraged submit their 330's. All firms that submit 330s must be listed in Veterans Information Page (VIP) as certified in order to be considered for this procurement. Offers from unverified SDVOSBs or VOSBs are considered deficient and will not be evaluated. This set aside process is in keeping with VA Procurement Policy Memorandum 2016-05 - Implementation of the Veterans First Contracting Program. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation.
