Description
This Sources Sought Synopsis is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this Sources Sought Synopsis are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only. This is strictly market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The intent of this notice is to determine the availability of qualified sources that may be technically capable of providing the requirements described herein this notice. The North American Industry Classification System (NAICS) Code contemplated for this acquisition is 488190, Other Support Activities for Air Transportation. The small business size standard for NAICS Code 488190 $32.5M. The United States Army Contracting Command Orlando, Florida, has a requirement for Contractor Owned/ Contractor Operated (COCO) services utilizing the current Night Eagle (NE) system, in support of contingency operations. The NE system is Government owned and was developed by the Air Systems Division of Night Vision and Electronic Sensors Directorate (NVESD) of the Army's Communications-Electronics Research Development and Engineering Center. NE system provides Intelligence, Surveillance and Reconnaissance for use in Counter Improvised Explosive Device (C-IED) support. The Air Systems Division of Night Vision and Electronic Sensors Directorate (NVESD) is executing a variety of programs aimed at providing NVESD sensor technologies to the Army's Current Force architecture. NVESD has developed and deployed a capability called Night Eagle. The integrated NE system consists of two (2) highly modified aircraft and associated sensor and communication systems, two (2) ground stations, one (1) Continental United States (CONUS) based processing center, a CONUS system integration laboratory, a CONUS training facility and up to 30 continuously deployed personnel with SECRET or higher security clearances. Additional system infrastructure consists of an aircraft maintenance shelter, shipping containers and aircraft Ground Support Equipment (GSE). In support of the NE effort, NVESD will provide limited, continued technical and logistics support to this deployed system. In addition, NVESD will continue to develop, test, and potentially deploy upgraded NE system components and new technologies to support the counter-Improvised Explosive Device effort. Significant Contractor support resources shall be required to execute these efforts. The NE aircraft systems are militarized versions (CNS-ATM-ASE) of the A200 aircraft. The aircraft are equipped with specially modified mission reconnaissance and surveillance equipment stations with associated airframe modifications to support equipping mission functions. The A200 aircraft are equipped with a wide, Satellite Communications System capability to perform beyond line of sight operations. The NE aircraft systems utilizes airborne surveillance and near real time imagery exploitation from a combination of sensors. This system requires Contractor personnel to perform the duties of pilot, Intelligence, Surveillance and Reconnaissance (ISR) sensor operators, and ISR analysts. The aircraft are flown by two (2) pilots and the onboard mission equipment requires operation by a crew consisting of various mixes of operators, analysts, and mission commanders depending on the aircraft configuration. Essentially, COCO responsibility requires providing aircraft, flight operations, pilots, logistics support, systems integration, Material and Equipment, conducting Test and Evaluation for system certification and Authority To Operate (ATO) on SIPR and classified satellite transmission capabilities, and maintaining certification of aircraft and equipment to operate in theater. Overall, two primary levels of support required for this effort include flight operations and maintenance operations required to support and 85% Fully Mission Capable (FMC) rate for 24/7/365 support. 1) The Contractor shall furnish all required aircraft, personnel, training, documentation, material, equipment, tooling, property, facilities, and vehicles not provided as Government Furnished Property (GFP), Government Furnished Spare Parts (GFSP), or Government Furnished Equipment (GFE) to operate and maintain the fleet. 2) The Contractor shall perform all required maintenance, servicing, repairs, electro static discharge practices and work on aircraft systems, components and GFP to include gimbal (in the future may include the aircraft assembly) in accordance with 14 C.F.R. (Code of Federal Regulations)/Original Equipment Manufacturer /Federal Aviation Administration, and Army approved procedures and regulations. Any interested parties would be required to provide all of the necessary equipment, personnel and technical/logistical support to continue without any interruption to ongoing Outside Continental United States (OCONUS) counter-IED operations. The Fixed Wing Project Office (FWPO), in conjunction with NVESD, will continue to develop, test and potentially deploy upgraded NE system components and new technologies to support the C-IED effort. Significant contractor support resources will be required to execute these efforts. These efforts include, but are not limited, day or night change detection to assist in C-IED operations in high resolution still imagery products. Electro-optical/infra-red full-motion video may be disseminated to One System Remote Video Terminal users. These capabilities include C-IED Change Detection via Full-motion video and now reach-back capability. Night Eagle prime mission equipment is a mix of contractor owned and some GFP, however, there are multiple software configuration items for which the Government does not have data rights. Specific proprietary Change Detection software and unique material solutions are provided by an independent third party source. The third party owned proprietary software used in Change Detection is then translated into common DCGS-A language for open systems intelligence use. All products are available via TF Odin SIPR architecture. The contractor is required to have a facility clearance of TOP SECRET (TS) and SECRET level of safeguarding. All deployed contractor personnel shall have or obtain a SECRET level clearance prior to actual deployment. Select contractor personnel will require a TS/SCI security clearance. Performance will take place primarily at deployed locations in USCENTCOM or USAFRICOM Areas of Responsibility (AORs). CONUS performance will take place at the contractor and subcontractor facilities, and Government testing sites, to include: Eglin Air Force Base, Florida, Redstone Arsenal, Alabama, Fort Eustis, Virginia, Fort Gordon, Georgia and Ft. Belvoir, Virginia. The current NE contract, W909MY-15-C-A006, was awarded on 26 September 2015 as a Cost Plus Fixed Fee contract in the amount of $57,000,000.00. RESPONSES REQUESTED: The Government is interested in receiving meaningful feedback on the aforementioned Requirements Description. Interested sources that possess the technical capability and resources to fulfill the Government's requirements stated herein are invited to provide a Capability Statement consisting of Volume I- Management and Volume II Technical. Format shall be Microsoft Word or Adobe Acrobat Reader. Font size shall NOT be smaller than twelve (12)-point Times New Roman or Arial. Corresponding Volume should include the following information: Volume I - Management (5 Page limitation, to include cover page): 1. Company name, CAGE code, address, point of contact, phone number, e-mail address, and business size (if small, please indicate any socioeconomic classification (8(a), HUB-Zone, Economically Disadvantaged Woman-Owned, Veteran-Owned, Service-Disabled Veteran-Owned, small business') that applies. 2. Has your company performed this type of effort or similar type effort (to include size and complexity) in the past? If so provide Contract Number, Point of Contact (POC), e-mail address, phone number and a brief description of your direct support of the effort. 3. If you are a small business and expect to be the prime contractor for this effort, discuss how you will meet the requirement, as stated in FAR clause 52.219-14 -- Limitation on Subcontracting, at least 50% of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. 4. Describe how you will either perform or subcontract for services required. Does your company possess the capabilities to provide the entire range of services called for in this Sources Sought notice? 5. Identification of issues, concerns, or contingencies (if any) that might hinder the company from providing a firm-fixed-price, with cost reimbursable features proposal for the entire effort if requested to do so in a future Request for Proposals. 6. What are the core competencies of your employees that would support the requirements of the effort? 7. How long will it take to acquire the necessary full staff of support and technical personnel? 8. Employees that would support this effort MUST have a SECRET Clearance or higher. 9. Identify and describe your company's experience in preparing personnel for deployment and ability to comply with Army deployment requirements. 10. Briefly describe your company's plan to manage personnel deployment schedules and to react to unforeseen personnel shortfalls so as to not impact operational readiness. 11. Briefly, describe your company's plan to provide qualified field service representatives to deploy OCONUS as necessary on short notice to address aircraft and mission equipment issues. Volume II - Technical (10 Page limitation to include cover page): 1. Briefly describe your company's experience in operating and maintaining deployed airborne Intelligence, Surveillance, and Reconnaissance (ISR) systems similar to Night Eagle. 2. A brief description and documentation of the company's experience/ ability of modifying aircraft and integration of ISR equipment. 3. Describe your company's capability to assume control and operate the existing Night Eagle system (air and ground components) without any impact to ongoing deployed operations. 4. Describe your company's capability to acquire, train and maintain personnel to operate existing Night Eagle aircraft, mission systems, and ground processing/exploitation/dissemination equipment. 5. Describe your company's capability to provide logistics support to the existing Night Eagle aircraft, sensor systems, communication systems, data links, aircraft survival system, etc. so as to maintain a daily operational availability rate of 85% or greater. 6. Describe your company's capability to transport (Night Eagle) equipment to/from deployment sites, to include International Traffic in ARMS Regulations (ITAR) and U.S. and OCONUS customs requirements. 7. Describe your company's capability to conduct and expedite repairs to aircraft, mission system components and ground processing hardware. 8. Describe your company's experience with Night Eagle software and hardware architecture, to the point where you will be able to expeditiously troubleshoot and correct malfunctioning systems. 9. Describe your company's capability to assume and maintain configuration management of the existing Night Eagle hardware and software architecture. Detailed technical approach and capabilities will be required at time of proposal with material solutions in hand and not in development. No Government Furnished Equipment or material will be supplied to support replies to this Sources Sought Synopsis. The Night Eagle system(s) will not be available to support a solution proposed in reply to this Sources Sought Synopsis. If your firm believes it can satisfy this requirement based on the conditions identified above, reply to this announcement with the rationale to allow your firm to be included in the anticipated RFP.
