- National Institute of Standards and Technology (NIST) Acquisition Management Division SUBJECT: NOTICE OF INTENT TO ISSUE A SOLE SOURCE Description. The National Institute of Standards & Technology (NIST) Acqusition Management Division, on behalf of the Ion Storage Group within the Time & Frequency Division, intends to issue a Firm-Fixed purchase order to a single source under the authority of FAR 13.106-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agncy Requirement" to NKT Photonics for the purchase of a fiber laser amplifier module for a NKT Photonics Koheras Boostik Y10 PM 10W 1050-1090nm that meets the following specifications. ***********Sole Source Justification is based on the following: The optical fiber amplifier unit in one of NIST's laser systems has failed, is outside the warranty period, and must be replaced. This laser system is manufactured by NKT Photonics Inc. NKT Photonics Inc., is the original manufacturer of the existing NIST laser system. They have proprietary knowledge necessary to supply a replacement amplifier module that is fully compatible with the other parts of the laser system. NKT Photonics Inc., is the only contractor that can guarantee a replacement part compatible with the exist NIST laser system making them uniquely qualified to provide this replacement part.*********** The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 employees. No solicitation package will be issued. This Notice of Intent is NOT a Request for Quotation (RFQ) nor is it a request for competition; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to aron.krischel@nist.gov. The government will consider responses received by 3:00PM, MDT, 22 August 2016. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov.
