SYNOPSIS Construction notices must be posted at least 15 days prior to issuance of the solicitation After logging into Fed Biz Ops, Click Create Action Code: P - Presolicitation Notice Classification Code: Z - Maintenance, Repair, and Alteration of Real Property NAICS Code: 238220 Title: Repair Generator 3 Tube Bundle and Walls to Combustion Chamber Response Date: Primary POC: Mark Jefferson, 406-731-4014 Secondary POC: Mark Jefferson, 406-731-4014 Solicitation Number: FA4626-16-R-0030 Description: The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time. This project is for the Repair of a Furnace Wall and Tubes at Malmstrom AFB, (Great Falls) Montana. Work consists of the contractor providing all labor, equipment, transportation, materials, quality control and supervision necessary to conduct all repairs or maintenance requirements in accordance with the project specifications, drawings and blueprints. Specifically The contractor shall provide all labor, equipment and materials to replace the 192 misaligned tubes, 4 existing buck stays on the east and west side walls of the combustion chamber of the High Temperature Water Generator #3. The 2 lower buck stays will be modified to extend the full length of the walls. Tubes will be manufactured per manufacture specifications except minimum tube wall thickness will be modified from.109 to.120. Tubes will be welded per manufactured specifications. Tubes will be rolled, welded and rolled again into headers per manufactured specifications. All insulation, sheeting and stays will be removed and replaced according to manufactured specifications. Abrasion blocks will be replaced according to original manufacture design. Contractor shall dispose of all materials removed during repair to include insulation, sheeting and tubes. Contractor shall provide all documentation and inspections required by State and Federal requirements. The contactor shall provide all labor, equipment and materials to replace all refractory and abrasion block on the rear wall of the combustion chamber of the High Temperature Generator #3 per manufacturer specification. Contractor shall remove auxiliary equipment as needed for execution. The Request for Proposal will be available on or about 31 Aug 2016. The Request for Proposal will close on or about 29 Sep 2016. The Performance Period for this project is one hundred and eighty (180) calendar days after receiving the Notice to Proceed. The Notice to Proceed will be issued within 10 days after award of the solicitation. This acquisition is open to 100 percent small business in accordance with the Small Business Jobs Act of 2010. The Request for Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. Potential contractors must be currently registered in the Central Contractor Registry to be eligible for award. (See Internet Site: http://ccr.edi.disa.mil/ccragent/p/sq1/ccr.welcome). All responsible sources must submit an offer good through 31 December 2015, which shall be considered by the agency. Potential contractors must also be currently registered with ORCA.
