- Description: The Naval Air Systems Command (NAVAIR) anticipates awarding a new Indefinite-Quantity Contract (IDIQ) under solicitation N00019-16-R-0078 to Orbital Sciences Corporation, Chandler, AZ for the inspection, investigation, identification of repair actions and the performance of maintenance and standard and non-standard repairs and testing necessary to return the GQM-163A targets, related support and test equipment, and spares to the operational condition. The GQM-163A surface launched aerial target system that emulates the anti-ship cruise missile in support of weapon system test and evaluation. It is anticipated that the resulting IDIQ contract will be a combination of Firm Fixed Price and Cost Plus Fixed Fee for the repairs and maintenance described above. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
