- The Marine Corps Tactical Systems Support Activity (MCTSSA), Marine Corps Base, Camp Pendleton, CA is issuing this sources sought synopsis as a means of conducting market research to identify qualified Service Disabled Veteran Owned Small Business (SDVOSB) sources having an interest in supporting this requirement. Industry responses to this notice may determine the Government's acquisition strategy. The requirement is to provide support for a Marine Corps Network Efficiency Lab (MCNEL) to provide a single integrated laboratory which supports network traffic analysis and network simulation/optimization, data center and enterprise operations development and testing, and cybersecurity analysis operations and testing. In the past the MCNEL also provided IPv6 conformance and interoperability testing and Voice over Internet Protocol (VoIP) support. The lab is located within the Technical Infrastructure & Services Group's Systems Integration Lab, (MCTSSA) which supports the Program Engineering and Support Group's MCNEL work area. The MCNEL provides experts in network engineering, network traffic capture, data analysis, network analysis, traffic profiling, data center operations, network enterprise operations and cybersecurity operations to maintain the technological expertise necessary to ensure the Marine Corps is supplied with the correct solutions that fit the communications needs. The Marine Corps has a unique mission, which leads to distinct network traffic and network enterprise operations. The type of traffic must be considered when choosing the equipment and technologies to include in current and future PoRs. Currently, other agencies test and certify their systems and/or products before releasing them to the Marine Corps. However, the MCNEL provides a means to conduct deep packet analysis and cybersecurity testing of systems with the focus on the interfaces between the strategic and tactical networks. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary; and the Government assumes no responsibility for any costs incurred and will not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Telephone inquiries will not be entertained, accepted, or acknowledged and no feedback or evaluation will be provided to companies regarding their capability submissions. If your organization has the potential capability to perform these contract services, please provide responses to the following: (1) the contractor's specific and unique experience with MCNEL, (2) a reference list of related DOD MCNEL contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; (3) information related to the contractor's business size and socioeconomic status; (4) the GSA Federal Supply Schedule contract number or other Government contract citing the applicable labor mixes that are authorized under the referenced contract; and (5) a statement as to the capability of providing employees with the required security clearances.
