- Q&As: 1. Is the expectation to provide a simple quote or a detailed proposal? We are requesting for a detailed proposal 2. Although the various sections state "no exploitation", the Wireless Network Assessment section state "no exploitation" the Wireless Network Assessment section states - "exploitation of weak encryption protocols". Can you please confirm if exploitation is within scope? IBWC requires verification of the wireless network encryption protocols that are NIST/FISMA compliant. This area can be accomplish by simply reviewing the type of encryption (WEP, WPA, WPA2, etc.) the router and access points are set to. IBWC IMD can grant access to the admin console for verification. We are not requesting a full exploitation such as running sophisticated methods to hack the wireless network. 3. Is there an incumbent for this requirement? If so, what was the amount of the contract from the previous performance year? No previous contract. 4. Ref. SOW Section III, Scope: In the Phase II scope description, IBWC mentions testing NIST 800-53 controls "remotely via a VPN connection." Does IBWC expect the vendor to work on site during Phase II of the engagement? We would expect to come on site for interviews, walk-throughs and observations, and the majority of control testing. Not all controls can be tested via a VPN connection. Phase II, will most likely required some areas for an on-site visit. Some of the controls relate to physical access and may require walkthroughs. 5. REF SOW Section VI, Deliverables : The deliverables for this engagement should include a comprehensive final report with findings, technical fixes, recommendations and remediation plans for each phase of the testing. Does IBWC expect a single report to be delivered upon conclusion of Phase II, with updates following Phase III? Or is the vendor expected to provide a unique report for each phase of the engagement? A single report will be sufficient. Phase III was removed and consolidated into Phase I. Phase I, should not include exploitation. 6. Will travel expenses be reimbursed? See 1st paragrah on SOW provided. 7. How would you like the response formatted? Page Count? Resumes required? Pricing? Capabilities Statement? Which ever is easiest for you as long as it has all info required. 8. What are the Clearance requirements for this solicitation? Anyone working on this project should have an SBBI background investigation. We do not require a clearance. Additionally, a Non-Disclosure agreement will need to be signed by all parties concerned. 9. The PWS states that all phases need to be completed by Nov 18th 2016. However, the solicitation states that project is 12months with a potential 12 month add on...could you please clarify? The testing and documentation need to be completed by November 18, 2016. There is no anticipated 12 month add-on. 10. When do you anticipate making a decision on a vendor? Im anticipating a week after solicitation closes.
