Description
The Naval Air Systems Command (NAVAIR) intends to award a fixed-price type contract to Crane Aerospace and Electronics, Burbank City, CA for the procurement of the U.S. Navy qualified Anti-Skid Brake System (ABS) for the C-2A aircraft. The supplies and services to be provided include the procurement of 35 C-2A ABS kits, including associated program management, recurring and non-recurring engineering, and obsolescence support management. The contract will consist of a base period and three (3) option periods. Note: this contract does NOT include the installation of the ABS into the C-2A aircraft. Crane Aerospace and Electronics is the original designer, developer and manufacturer of the U.S. Navy qualified C-2A ABS, and as such is the only source with the requisite knowledge, experience, and technical data necessary to produce the ABS. If the Government were to conduct a competition for this effort there would be an unacceptable delay in the program of at least 12 months which would result in a delay in providing this critical safety enhancement to the Fleet and increase the probability of the Fleet experiencing a mishap resulting in runway damage, aircraft damage, and/or injury to personnel. Therefore, Crane Aerospace and Electronics is the sole source that can complete these requirements in order to meet the Government's need date (30 September 2016) for a qualified system. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Title 10, U.S. Code 3304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". Interested parties may identify their interest and capability to respond to the requirement. All responses received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
