- Draft Statement of Work Notice of Intent to Sole Source, IAW FAR 6.302-1(10 U.S.C. 2304(c)(1)), Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements; whereby Arnold Engineering Development Complex (AEDC), Arnold AFB, TN, intends to award a contract to Aircraft Research Association, Ltd. (ARA), Manton Lane, Bedford MK41 7PF, United Kingdom. The agency does not intend to issue a solicitation package. However, all interested parties should self-identify and provide proof of their firm's capability to provide the prescribed equipment/product(s) by submitting an accurate description of the equipment/product(s) and process to produce the equipment/product(s) detailed in the attached draft Statement of Work (SOW). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by AEDC. Interested parties are hereby informed that no award will be made on the basis of responses received. Responses must be electronically sent Mrs. Myra Kline (myra.kline@us.af.mil). If no favorable responses are received by 4:00 PM CST on 2 September 2016, a contract will be negotiated with the above named source. A brief description is provided; interested offerors should refer to the attached SOW for a complete description of the equipment/products(s) required. The Air Force Arnold Engineering Development Complex (AEDC) needs an air mass flow metering system capable of measuring and controlling mass flow from 0.5 pound mass per second (lbm/sec) to 11.0 lbm/sec. Below 0.5 lbm/sec measuring is not required but control of the plug to a fully closed position is required. The system must use a high pressure ejector to entrain the air flow over the entire mass flow requirement from Mach numbers of 0.0 to 4.0 and Reynolds number of 0.5 to 5 million per foot. Pressure instrumentation upstream of the flow plug is to be a 16 rake 5 ring configuration called the aerodynamic interface plane (AIP). The diameter of the AIP will be 6.75 inches. Note: Kulite Semiconductor Products, Inc. (Kulite) transducers are a major component of the mass flow system, selected based on their accuracy in both DC (signals with no frequency data) coupled pressure acquisition mode; and AC (frequency data without offset) coupled pressure acquisition mode. Recessed traducers are necessary for accurate total pressure measurement in a high flow angularity environment. Angularity is a result of the test environment and cannot be altered.
