Description
This is a Sources Sought Notice only. This is NOT a request for proposals, proposal abstracts, or quotations. The Government does not intend to make any award on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. There is currently no solicitation or additional information available. The purpose of this Sources Sought Notice is to identify qualified business concerns that are interested in and capable of performing the work described herein. This sources sought notice is posted as a market research tool only. The purpose of this notice is obtaining information regarding: (1) The availability and capability of qualified sources; (2) the size classification and socioeconomic status (HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small business; woman-owned small business; woman-owned small businesses; small disadvantage businesses; or large business), relative to the North American Industry Classification System (NAICS) code for the proposed acquisition - NAICS - 519130 The Government will utilize this information in determining an acquisition strategy, including whether a set-aside is possible. The provided information will also serve as a feedback mechanism, in an effort to strengthen the Statement of Work in the resulting solicitation package. Background U.S. Department of Health and Human Services' National Institutes of Health (NIH), National Institute of Environmental Health Sciences (NIEHS) seeks a vendor to: Need: As part of DNTP's chemical assessment programs, researchers need a comprehensive profile of what is already known about a nominated chemical. The type of information sought encompasses biochemical, physiological, reproductive and toxicological effects; regulatory activities both in the US and Europe; TSCA testing submissions; and chemical hazard data in the workplace, among others. In addition, the Health & Safety Branch needs to gather acute exposure, hazard response, and human toxicity data on chemicals used by NIEHS staff. HSB relies on RTECS (a subscription database) for occupational safety information. To gather all the necessary information requires the ability to search multiple websites with different search capabilities. This is not only time consuming, but researcher then uncertain that all the relevant information has been found. For example, to retrieve all acetaminophen-related documents from a typical website would require searching on all the chemical name synonyms (e.g., paracetamol, tylenol, panadol, hydroxyacetanilide,...) in order to retrieve all the relevant documents. It is time consuming for a user to compile the list of all the chemical synonyms. Plus, some of the chemicals have a very long synonym list. Requirement: A web-based collection of indexed chemical and toxicology information searchable through a single portal interface. Anticipated Period of Performance: September 15, 2016 through September 14, 2021, base year with four option years. Specifications: Content - • publications, reports and other literature from state (e.g., CalEPA), federal (e.g. ATSDR, EPA), regional (e.g., ECHA, REACH) and international (e.g., WHO, IARC, IPCS) governments. • chemical and toxicity data curated from both free (e.g., Carcinogenic Potency Database, CCRIS) and subscription (e.g., RTECS, Reprotox) databases. • both breadth and depth of chemical information related to biochemical, biodegradation, ecological fate, carcinogenicity, toxicity (acute/chronic), physico-chemical properties, adverse health effects, exposure levels, hazard response, and risk assessments. • must provide access to RTECS. Search functionality- • all content must be indexed to ensure retrieval of all documents associated with a chemical. Indexing eliminates the need to use chemical synonyms. • ability to search across all chemical and toxicology information at one time through a single interface. • ability to conduct Boolean (AND, OR, NOT) as well as proximity searching (to force two words to be near one another). Managing Results- • results arranged by source to quickly get to the type of information desired (e.g.., chemical properties, toxicity, regulatory listings, TSCA submissions) • easy download of results as PDF documents. Capability Statement: Vendors that believe they possess the capabilities necessary to undertake this work should submit capability statement with product description. Complete documentation shall be submitted to the Contracting Specialist. Submitted capability statements should address the following: 1) Company Name, Address, Point of Contact; 2) DUNS number; 3) Business Size and Socioeconomic Status; 4) Service Capability Statement, outlining pervious requirements that are similar to the requirement in which the organization and proposed personnel have participated; 5) Concerns, questions, and any other pertinent feedback; 6) Examples of similar facilities for which the services have been provided; 7) Proof of applicable certification; 8) GSA Contract (if applicable); and 9) Any other information considered relevant to this requirement. The capability statement may not exceed 5 single-sided pages in length and must be-submitted using a 12-point font size minimum. Interested vendors are required to identify their size standards in accordance with the Small Business Administration. The Government intends to award a firmed fixed price purchase order. The North American industry Classification System (NAICS) Code is 519130 and the business size standard is 1,000 employees. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Prospective sources are reminded that any resulting award can only be made to a Contractor with an active registration in the System for Award Management (SAM) database at www.sam.gov (See FAR Subpart 4.11 at http://www.acquisition.gov/far for more information.) At this time, there is no definitive date when the Request for Quotes (RFQ), including the Statement of Work, evaluation factors, and submission instructions will be available, but it is expected to be available within the next thirty (30) days. Responses and questions should be submitted electronically to Teresa McCall at teresa.mccall@nih.gov and are due by 4:30PM ET on August 24, 2016. The method of competition will be determined once all responses to this notice have been evaluated. Feedback will not be provided regarding individual capabilities statements submitted in response to this notice.
