- The National Aeronautics and Space Agency (NASA) Ames Research Center (ARC) has a requirement for two (2) High Speed Thermal Cameras, four (4) Lenses and Calibration for Advanced Aerodynamic Flow Characterization. This notice is a combined synopsis/solicitation (NNA16598222Q-AWT) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotations are being requested and a written solicitation will not be issued. NASA/ARC's requirement is to purchase two (2) High Speed Thermal Cameras, four (4) Lenses and Calibration shall meet the below specifications: 1) Spectral sensitivity: No less than 7 microns but not greaer than 8.5 to 10.5 micron or greater but not more than 12.5 2) Integration time user selectable from 1 Microseconds up to 100 seconds 3) Resolution to be no less than 1280 x 1024 pixels, with a 12 micron pixel pitch 4) Full resolution frame rate of 180 fps at full 14-bit data, with ability to window the sensor to obtain higher frame rates up to 29,134Hz 5) Ability to record full frame rate data to on-camera RAM for up to 36 seconds with zero dropped frames. 6) On-camera RAM must be no less than 16 GB 7) On-camera RAM recording must support pre-triggered recording as well as post triggered recording. 8) After recording, RAM must allow for playback, and the ability to save/download to an on-camera removable Solid State Drive the full RAM data set in 90 seconds or less. 9) Simultaneously stream 14-bit data over Gigabit Ethernet, Camera Link and CoaXpress for live viewing, analysis, or recording. 10) External frame synchronization 11) External triggering for event timing 12) Software that enables camera control, calibration, acquisition and file handling, and analysis. 13) Internal four-position motorized filter wheel with automatic filter recognition. 14) Two each 25 mm and two each 50 mm focal length lenses 15) Factory calibration for temperature ranges from -10 degrees C to 687 degrees C for each lens Delivery Period: 9 months from date of award or better. The provisions and clauses in the RFQ are those in effect through FAC 2005-88 dated 16 May 2016. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 333316 and 1000 employees respectively. The offeror shall state in their offer their size status for this procurement. Offerors must have current registration and Representations and Certifications in the website www.sam.gov, and provide the firm's DUNS number with their offer. Quotes shall be inclusive of FOB Destination, Delivery to NASA Ames Research Center, Moffett Field, CA 94035. Offers for the item(s) described above are due by August 30, 2016, 1:30 p.m. PST, to Wendy Takeguchi, Contract Specialist, at wendy.l.takeguchi@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery period, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml. All responsible sources may submit an offer which shall be considered by the agency. Offerors shall provide the information required by FAR 52.212-1 (OCT 2015), Instructions to Offerors-Commercial Items, which is incorporated by reference. FAR 52.212-2, Evaluation Commercial Items: The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). Selection and award will be made to the lowest priced, technically acceptable offeror. In order to be found technically acceptable the offeror must provide the following: 1) All quoted items must meet or exceed the specification criteria set forth; and 2) offeror must show the ability to deliver the items within 9 months of award. Technical acceptability will be determined by a review of information submitted by the offeror which shall provide a description or descriptive literature showing the product offered meets the Government's requirements.
