- NOTICE: This is a pre-solicitation notice for an upcoming acquisition of performing inspection, tuning, testing, calibrating, and adjustments of burners, and boiler plant controls services utilizing the procedures of FAR part 15.101-1 - Tradeoff Process. This notice synopsizing an upcoming competitive solicitation is to satisfy the requirements of FAR 5.201 and 5.203. This notice is NOT a Request for Quotations (RFQ). Vendors should not submit quotations until the RFQ is posted to this website. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for the information resulting from this posting. SERVICES: Technicians shall provide all tools and labor necessary to perform inspection, tuning, testing, calibrating, and adjustments of burners, and boiler plant controls as specified in the Statement of Work. This shall be done for the VA St. Louis Health Care System, St. Louis, Missouri (herein after referred to as VASTLHCS). The VASTLHCS has two divisions located as follows: John Cochran Division (JC), 915 North Grand Blvd., St. Louis, MO 63106 and Jefferson Barracks Division (JB), #1 Jefferson Barracks Drive, St. Louis, MO 63125. Services shall be provided in accordance with all terms, conditions, provisions and the schedule of this solicitation. The primary intent of this contract is for preventative scheduled maintenance of the boiler plant at each location. ACQUISITION: The VA intends to release this as a competitive RFQ on or about the week of August 19, 2016. A single solicitation will be issued and a single award is anticipated. The procurement will be a 100% Veteran-Owned Small Business Set-Aside. The NAICS code for this requirement will be 238220 with a size standard of $15 million. Any resultant contract will be effective for a Base Period of performance of one year, with four one-year Options to extend the contract at the Government's discretion. Unless additional notice is given or this notice is modified, the full RFQ will be posted to FBO.gov. All future information regarding this acquisition including amendments will be distributed through this site.
