Description
Revised PWS dated 18 Aug 2016 that changes the period of performance to sixty-five (65) calendar days. Pop begins on the effective date of the award. The 21st Contracting Squadron, Peterson Air Force Base (AFB), Colorado announces a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation FA2517-16-Q-5020 is being issued as a Request for Quotes (RFQ) to non-personal services to perform overhaul maintenance on the chillers and cooling towers at Bldg 2025 and 1844 on Peterson AFB. This includes all management, tools, supplies, equipment, and labor necessary for performance of work. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89, 14 July 2016. This procurement is 100% small business set-aside, under the North American Industrial Classification System (NAICS) code of 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and the size standard is $7.5 million in revenue. The Government contemplates soliciting and awarding a Firm Fixed Price (FFP) contract with a period of performance of sixty-five (65) calendar days. Description: The Contractor shall provide all labor, materials, equipment, supplies, and transportation necessary to perform overhaul maintenance on the chillers and cooling towers at Bldg 2025 and 1844 on Peterson AFB in accordance with (IAW) Attachment 1, Building 2025/1844 Cooling System Maintenance Performance Work Statement (PWS) dated 3 Aug 2016, and all applicable local, state, and federal laws/regulations. Prospective Contractor quotes shall utilize the Contract Line Item Number (CLIN) structure when preparing quotes using Attachment 2, Request for Quotes Price Template. CLIN 0001- Bldg 2025 Cooling System Maintenance Period of Performance (POP) - 60 calendar days CLIN 0002- Bldg 1844 Cooling System Maintenance Period of Performance (POP) - 60 calendar days Anticipated award date: 5 Sep 2016 The following provisions and clauses apply to this acquisition. All provisions and clauses regulations references are found either in the Federal Acquisition Regulation (FAR); Dept. of Defense Federal Acquisition Regulation Supplement (DFARS); Air Force Federal Acquisition Regulation Supplement (AFFARS) and may be viewed under https://www.acquisition.gov. These applicable provisions and clauses will be incorporated either by reference or in full text and made part of the contract upon award. Provision FAR 52.212-1, Instructions to Offerors-Commercial Items (Apr 2015) applies to this solicitation. Addendum to FAR 52.212-1: a. The contractor shall provide a Technical Proposal sufficient to determine the ability to meet the entire PWS requirement. In order to be considered technically acceptable, the Technical Proposal shall include an approach which satisfies all PWS requirements, includes a schedule IAW the solicitation, and includes appropriate certifications. The Technical Proposal is limited to 4 pages. b. The contractor shall fill out Attachment 2, Request for Quotation (RFQ) Price Template. c. Workers shall have confined space certification per OSHA standards to accomplish cleaning work inside condenser water pit. Provision FAR 52.212-2(a) Evaluation - Commercial Items (Oct 2014), applies to this solicitation. The Offeror's quote will be evaluated, using one or more of the techniques defined in FAR 13.106-3 in order to determine if it is fair and reasonable. Quotes will be evaluated based on lowest price technically acceptable. Addendum to FAR 52.212-2: a. Technical Acceptability: A proposal is considered technically acceptable if (1) The Technical Proposal includes a narrative explaining an approach that meets the requirements/tasks of the PWS and a schedule. Contractor shall demonstrate understanding and capability of maintenance on large water cooled chillers and cooling towers by providing details on work approach. Proposal shall include details describing work sequence, manning, confined space, special equipment and schedule of the work. (2) Documentation of confined space certification per OSHA standards IAW PWS para's 1.1.3 and 1.2. b. Price: (1) Price will be evaluated using attachment 2-Request for Quotations (RFQ) Price Template. The total contract value will be calculated by adding CLINS 0001(Bldg 2025) and 0002 (Bldg 1844). (2) The offeror's initial quote should contain the offeror's best terms; discounts-rebates; and price. c. The offeror with the lowest overall total contract price and determined to be technically acceptable will be awarded the contract. d. The Government reserves the right to award without discussion. The Day of the Site Visit: Please arrive at least 15 minutes early at the West Gate Visitor Center, Bldg. 1334, at Peterson AFB (off Powers Blvd). Each individual must have a valid photo identification card. The Government is not responsible for anyone who does not pre-register or provide the appropraite documentation for access to Peterson AFB. Submit any questions regarding this RFQ to Tracie Winfree at tracie.winfree@us.af.mil no later than (NLT) 15 August 2016 by 1:00 p.m. MST. Request for Quotes (RFQ) are due on or before 25 August 2016, 1:00 p.m. MST. Your quote must be in writing and signed by an individual with the authority to bind their respective company.
