- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation W91SMC-16-B-0001 is being issued as an Invitation for Bid. This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 05-88 dated 15 Jun 2016. This acquisition is unrestricted. The Government intends to issue a single award to one offeror. The associated North American Industry Classification System (NAICS) code for this acquisition is 236220. Commercial Item Description: The 182 Airlift Wing Illinois Air National Guard is soliciting non-personal services for Replace Roof on Facility 528. The contractor is to provide all management, tools, equipment, materials, supplies, transportation, labor, and supervision necessary to accomplish the work in accordance with the Statement of Work dated 29 Jun 16 and associated documents. The magnitude of construction is between $100,000 and $250,000. Your attention is directed to FAR clause 52.219-4 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for the pre-bid conference is August 31, 2016 at 10:00A.M. CST, location will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid must be submitted by 4:00pm CST on September 13, 2016 via email to Melissa.j.grice.mil@mail.mil The bid opening date is scheduled for on or about 10:00AM CST on September 20, 2016. Actual dates and times will be posted in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To register in SAM, go to: https://www.sam.gov/portal/public/SAM/. You will need your DUNS number to register. Instructions for registering are on the webpage. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FBO) website online at https://www.fbo.gov FBO is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register with FBO before accessing the system. FBO registration requires the following information: 1) SAM Marketing Partner Identification Number (MPIN); 2) DUNS number and CAGE code; 3) Telephone Number; 4) email address. Registration instructions can be found on the FBO website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain an MPIN to retrieve the specification and drawing documents. Contractor who do not already have an MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders who have registered with FBO must access the data for this solicitation with their MPIN. Bidders cannot log into the FBO home page and search for data. *Note: The full text of a clause/provision may be accessed electronically at this address: http://www.fbo.gov ; Additional FAR clauses within the above clauses, which are applicable, will be incorporated into the solicitation and the resulting contract.
