- Request for Quote (RFQ) for Laser Doppler Vibrometer Synopsis: This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E5-16-T-0024 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 334513, which has a size standard of 750 employees. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement to procure one (1) laser doppler vibrometer system. The award will be made to the lowest price technically acceptable (LPTA), responsible quote. To be technically acceptable, the product quoted shall be BRAND NAME OR EQUAL to the Ono Sokki LV-1800 Laser Doppler Vibrometer System. Applicable salient characteristics are as follows: CLIN 0001 - Laser Doppler Vibrometer: Laser Detector Unit; Conversion Unit; AC Power Cable; Safety Interlock Connector; Lens Cap; Output Signal (BNC to BNC); Reflective Markers; and Instruction Manual; Part # LV-1800; see FAR clause 52.211-6 (Brand Name or Equal); firm fixed price. Technical: The following are salient characteristics required to determine technical acceptability: a. Suitable for both lab and field measurements (on soil, buildings, trees, etc.). b. Portable so it can be used inside and outside. c. Runs on batteries or on 120V AC. d. Resolution: Able to measure vibrations as low as 0.5 m/s and as high as 5 m/s. Min = 5e-7 m/s and Max = 5 m/s. e. Frequency response: Able to measure vibrations as low as Min = 10 Hz and as high as Max = 2 MHz. (the high frequency capability is a critical requirement.) f. Provides a visible beam for alignment and accurate targeting. [Comment on #f: Most laser vibrometers meet this requirement with the measuring laser beam. But there are some lasers that actually measure in the ultraviolet range, and these beams are not visible to humans. For these systems you would also need to have a conventional red pointer laser built in to help you align the invisible measuring beam to the target.] The following factors shall be used to evaluate offers: (1) ability to meet the required Brand Name or Equal specifications, and (2) price. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The Government reserves the right to award to other than the lowest price if an offer is found technically acceptable and the proposed performance delivery schedule is more favorable than that of other offers. Delivery shall be FOB Destination. The delivery date shall be within six (6) weeks of receipt of contract. Please reference the attached written RFQ for all applicable provisions and clauses. ADDITIONAL DOCUMENTS NEEDED with Quote: If offering a product other than the Brand Name specified herein, vendors are required to provide descriptive literature in sufficient detail to determine if the items quoted are technically acceptable; technical acceptability will be based on the items quoted meeting or exceeding the salient characteristics delineated.
