- This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price contract to National Academy of Social Insurance (NASI) for access to their Research and Publication of National Workers' Compensation Expenditure Tables services and publications. Under the authority of Federal Acquisition Regulations (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. The Research and Publication of National Workers' Compensation Expenditure Tables services and publications are only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for a total of five years, including a base and four-option year (if exercised). The base period of this contract will be from January 1, 2017 to December 31, 2017. SSA employees within the Office of Research, Evaluation, and Statistics (ORES) are equipped from this database to receive State-level estimates of Workers' Compensation costs paid by all 50 States and the District of Columbia, along with a written description of the estimation techniques employed, including any idiosyncrasies in the data. In addition to this, this database allows SSA employees to conduct the research necessary to publish the statistics, research findings and policy briefs. Public and government consumption of the data makes it necessary for SSA to sponsor the research and publish the statistics and findings. NASI is a non-profit, nonpartisan organization of over 400 experts in social insurance. Its expertise includes Social Security retirement and disability programs, Medicare, and unemployment insurance, as well as Workers' Compensation. No other external organization has the combination of subject matter expertise and the familiarity with the Social Security programs, especially workers compensation, that are necessary to produce this research in a timely manner. NASI's organization and methods for data collection and research make it a model for private and non-profit activity in the area of Workers' Compensation. No other organization has a similar network in place to conduct data analysis and research in the field of Workers' Compensation. Without NASI's services, there is potential for a major delay in our Annual Statistical Supplement, which is unacceptable as hundreds of social insurance researchers rely on the data from this publication. A determination by SSA not to compete this proposed requirement based upon responses to this notice is solely within the discretion of SSA. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this notice. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Responses shall be submitted by 9:00AM EST on Friday August 26, 2016. If SSA does not receive an acceptable response to this announcement by August 26, 2016, negotiations will be conducted with NASI as the only source and a contract will be issued without any additional notices being posted.
