- Air Turbine Sources Sought PD 003 300 psi Air System PD 002 125 psi air System Air Turbine Statement of Work Registration Form fill in accordance with Sources Sought AIR TURBINE STARTER (ATS) TEST STANDS Sources Sought 1. NOTICE: This is not a solicitation but rather a Sources Sought (SS) to determine potential sources for information and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as a proposal nor will any award be made as a result of this SS. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this SS. Only non-classified information shall be provided in your response. Copies of the submitted information may be reproduced for government review. 1.1. PURPOSE: This SS is to conduct market research to determine contractors with the skills, experience, ability and knowledge required to successfully provide the described capability as called out in the DRAFT Statement of Work (SOW) and Purchase Descriptions (PDs). The proposed North American Industry Classification Systems (NAICS) Code is 336413; Other Aircraft Parts and Auxiliary Equipment Manufacturing which has a corresponding size standard of 1,250 Employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice and if applicable identify your small business status in accordance with the identified NAICS code. If you identify your company as a Small Business, please indicate (with supporting rational) how your company meets the restrictions identified in subparagraph (b) (1) of FAR Clause 52.219-14 (which states that at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern). 2. PROGRAM DETAILS: The United Stated Air Force at Ogden Air Logistics Complex (OO-ALC) is conducting market research seeking capable sources to remove three (3) existing Air Turbine Starter (ATS) test stands and replace with two (2) new ATS test stands that meet the requirements of Purchase Description (PD) #001, remove the existing 300 psi facility air system and replace with a new 125 psi air systems that meets the requirements of PD #002 and install a new 300 psi facility air system that meets the requirements of PD #003. The Contractor shall provide all equipment, adapters, tools, supplies, labor, and management necessary for the entire design, removal, delivery, installation, and training in accordance with the attached DRAFT SOW and PDs. 3. SITE VISIT: Interested parties are highly encouraged to schedule a site visit, which will be conducted on a one-on-one basis beginning 12 September thru 16 September 2016. Please note - this may be the only opportunity to view the facilities and existing ATS test stands. To request a time for a site visit, send an email to the following Points of Contact (POC) (make sure you include both POCs on the email): Carol Hensley - carol.hensley.1@us.af.mil and Clayton Archuleta - clayton.archuleta@us.af.mil, no later than 31 August 2016, by 3:00 pm MST. Available times will be given on a first-come, first-serve basis. Be sure to attach in your email a completed registration form (see attached Excel Spreadsheet) in order to gain access to Hill AFB. Please note that your company will be limited to five (5) individuals for the site visit and all parties will be required to provide their own personal protection equipment to include safety glasses, steel toe shoes/slip-on covers and protective hearing in order to enter into the ATS test stand work area. The site visit will be conducted at 5816 D Ave, Building 240 Hill AFB, UT 84056. The Government will post questions and answers that are not proprietary in nature, to the Federal Business Opportunities (FBO) website. Interested parties are requested to check FBO periodically for updates and most current information. 4. Government Request: Interested parties are requested to submit responses to the attached Contractor Capabilities Questionnaire (CCQ). The Government will use this information in determining the best acquisition strategy for this procurement.
