This RFI does not guarantee the issuance of an RFQ. However, if an RFQ is issued, based on responses to this RFI, if multiple Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Veteran Owned Small Businesses (VOSBs), Historically Underutilized Business Zones (HubZones), or other small businesses are determined to be capable of providing the full requirement, VA will issue a RFQ as a set-aside to the applicable socioeconomic category. If there are not multiple responses to this RFI from preferred socioeconomic categories, any future RFQs for this requirement may be open to all vendors. If you are interested in responding to a future RFQ for this requirement, please provide unofficial pricing information and information on whether the respondent is a SDVOSBs, VOSBs, HubZones, or other small businesses status. The services are weekly inspections and testing services for the generator at a facility in Neosho, MO. The schedule of all inspections and testing must be in compliance with NFPA 72 and NFC Standard 110 in their entirety. The generator is considered a Level 1 system. Vendor shall provide all labor, equipment and necessary supplies to perform all inspections and testing as warranted to meet code and per manufacturers requirements and recommendations. The Contractor shall perform weekly inspections and testing services in compliance with NFPA codes 72 and 110 in their entirety, and per manufacturer's requirements and recommendations, for the non-VA owned generator equipment identified as: Generator Manufacturer: Generac Power System, Inc. Model: 1494140100, 250 kW Serial Number: 2062267 The service will need to be completed at a rural facility located at the following address: Department of Veterans Affairs (VA), Records Center and Vault (RC&V), 11693 Lime Kiln Drive, Neosho, MO 64850-1950 The VA anticipates awarding a 6 month base period of performance (POP) from October 1, 2016 through March 31, 2017 with 4 option years. The first option year POP anticipated from April 1, 2017 through March 31, 2018. The second option year POP anticipated from April 1, 2018 through March 31, 2019. The third option year POP anticipated from April 1, 2019 through March 31, 2020. The fourth option year POP anticipated from April 1, 2020 through March 31, 2021. Please see the attached PWS for additional details. This RFI is issued solely for information and planning purposes - it does not constitute a RFQ or a promise to issue a RFP in the future. This request does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking quotes and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Please provide an unofficial quote, to include identification of any SDVOSBs, VOSBs, HubZones, or other small businesses status, for the base period and the option periods in response to this request for Information no later than Tuesday, August 23, 2016 at 6pm central time.
