- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number NNK16597553Q shall be used to reference any written offer provided under this Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. This is a total set aside for small business. The North American Industry Classification System (NAICS) code for this project is 444130, with a size standard of $7.5M. NOTE TO OFFERORS: In accordance with FAR 8.402(f), an ordering activity Contracting Officer may combine open market items with General Services Administration (GSA) items; therefore, if any item is applicable to (GSA) Contract Schedule please clearly labeled the item GSA or open market. Include your GSA contract number for items, as well as expiration date of the contract. This requirement is for the purchase of three (3) Aircraft All Purpose Mechanic Master Tool sets and rolling cabinets' combinations. The Government reserves the right to order two (2) or three (3) at the proposed unit price. Tool set requirements: Toolset inventory must be similar to attached Appendix A. All tools must be the same brand and in new condition. Supplier must provide a lifetime warranty to repair or replace any tool which fails to give satisfactory service because of workmanship defects or unsatisfactory materials. Tools shall be delivered with laser etching identifying each tool to its particular toolbox. Clarifying information regarding tool sets: the socket sets and extensions require three different sets. One set 1/4 inch drive, one set 3/8 inch drive, and one set 1/2 inch drive. The crowsfeet requires a combination of both 3/8 drive up to 1 incg over 1 inch would be 1/2 inch drive. Tool Cabinet requirements: Cabinet must contain a minimum of 23,000 cubic inches of storage space; be at least 50 inches in width, 36 inches in height, and 20 inches depth; and be on reinforced caster wheels capable of supporting a maximum of 2000lbs and enabling mobility of the cabinet. Cabinet should be constructed of Aluminum with reinforced bottom panel. Cabinet should be powder coated to help resist scratching. Cabinet drawers will contain pre-cut foam for individual tool placement ensuring ease of tool inventory. Rolling cabinet drawers slides will be heavy duty and capable of supporting a minimum of 200lbs per drawer. Cabinet load capacity must support a minimum of 2000lbs. Cabinet must have a drawer latch retention system to ensure drawers remain closed while being moved. Cabinet must have a locking device capable of securing all drawers and access points. Cabinet must have a minimum of 10 drawers. Delivery shall be eight (8) weeks after award. Award is anticipated to occur on or prior to September 30, 2016. Response via email is required. Questions must be received in writing (email) by 12:00 PM EST on August 22, 2016, to the identified point of contact. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. Evaluation criteria are technical acceptability and overall lowest cost. Price will be evaluated by total unit price for one (1) tool set and tool box as stated in Appendix B. It is critical that Offerors provide adequate product and delivery detail to allow evaluation of the offer. (SEE FAR 52.212-1(b)). The Government intends to award without discussions, however the Government reserves the right to conduct discussions if deemed in its best interest. Offers must include solicitation number, FOB destination to KSC, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Pricing shall be provided Appendix B table format. Unit prices shall be provided for each toolset and tool cabinet. The Government reserves the right to order two (2) or three (3) at the proposed unit price. Offerors shall provide the information required by FAR 52.212-1 (OCT 2015), Instructions to Offerors-Commercial, which is incorporated by reference. In accordance with FAR 52.212-1(k), the Contractor shall be registered within the Central Contractor Registration (CCR) database. The Contractor may register via the Internet at URL: https://www.sam.gov/portal/public/SAM/. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. Offerors shall provide the information required by FAR 52.209-11, Representation by Corporations Regarding Delinquent Tax Liability or Felony Conviction under any Federal Law, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin.
