- SCA Wage Rates QASP Performance Work Statement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is No. F8T3CE6119A001 and is issued as a Request for Proposal (RFP). Request for proposals are due by 19 September 2016, 4:00 p.m. (PST). The RFP will result in a firm fixed price contract. The North American Industry Classification System (NAICS) code for this acquisition is 541990- All other professional, scientific, and technical services. The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting proposals to procure the following supply or services: GENERAL SCOPE: The contractor shall perform project management and inspection tasks for MILCON and SRM projects for the 142nd Civil Engineer Squadron. The services include monitoring and/or inspecting complex projects and substantial new construction, renovations and improvement to real property facilities, maintaining surveillance over projects to ensure compliance with contract document and complete technical reviews of designs to confirm compliance with applicable technical directives and general constructability. CLIN 0001 -Base Year Provide 2080 hours of project management services per the attached performance work statement. Period of performance: 26 September 2016 to 25 September 2017. CLIN 0002 - Option Year 1 Provide 2080 hours of project management services per the attached performance work statement. Period of performance: 26 September 2017 to 25 September 2018. CLIN 0003- Option Year 2 Provide 2080 hours of project management services per the attached performance work statement. Period of performance: 26 September 2018 to 25 September 2019. CLIN 0004 Manpower Reporting Include any costs associated with the manpower reporting requirement specified in the performance work statement. Requirements for your proposal: Please submit a proposal on your company letterhead showing a price per contract line item (CLIN 0001-0004) with a total price at the bottom. Include the following information on your proposal: Cage code, Tax ID number, company name, phone number, contact, and email. The award will only be made to an offeror that is all-inclusive of the requirements on this solicitation. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. Proposals are binding at the time of submission unlike a quote. All requests for information (RFI's) are due no later than 9 Sept 2016 at 1600 PST. Additional Submission Requirements and Instructions: 1.0 Technical Proposal Submission 1.1 Provide a technical volume with the following information: 1.) Provide a detailed approach to accomplishing all tasks specified in the performance work statement. 2.) Provide a detailed resume of the proposed project manager (s) to address the minimum qualification standards. Include a letter of commitment. This statement must be endorsed by a qualified representative of the company providing the proposal. 2.0 Past Performance Submission 2.1 Please submit the following past performance information along with your proposal. Provide At least three but no more than five projects completed within the last three years that are similar in nature to the work being referenced to. -Include the following information: -Type of project -Dollar value of the project -Contract number (if applicable) -Location of the work -Reference name and number -Brief description (1-2 paragraphs) -Identify if the project was performed for a government or --private entity. -Indicate if your firm was a prime contractor or subcontractor. If you firm was a subcontractor, provide the percentage of work that was awarded and completed on the project by your firm. 2.2 The government will also be reviewing the past performance information available from the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS) and the Contract Performance Assessment Reporting System (CPARS). Evaluation Criteria: In accordance with FAR Subpart 13.106, the award will be made to the lowest priced offeror that is rated technically acceptable, has acceptable past performance, and is determined responsible in accordance with FAR Part 9. Technical Evaluation Criteria: Offeror will be rated "technically acceptable" if the proposal meets the requirements of the solicitation. Offeror will be rated "technically unacceptable" if the proposal does not meet the requirements of the solicitation. Past Performance Evaluation Criteria: Demonstrated Past Performance on recent and relevant contracts with same or similar scope and magnitude. Offeror will be rated "Acceptable" Based on the offeror' s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort Offeror will be rated "Unacceptable" Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned the offeror will be determined to have unknown (or "neutral")past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable." Terms and conditions: Offerors must be actively registered on the Systems for Award Management database (SAM). Only contractors who are registered in the Systems for Award Management (SAM) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors' proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors' proposal.
