- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W912JB-16-T-2007 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The associated North American Industrial Classification System (NAICS) code for this procurement is 334511 with a small business size standard of 750.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-09-02 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Grayling, MI 49739 The National Guard - Michigan requires the following items, Brand Name or Equal, to the following: LI 001: FOD (Fuel and Foreign Object Debris) & FUEL CADDIES (FFC-1) 1. The housing will be of a modified pyramid shape that reduces wind profile to help prevent undesired movement due to rotor/jet wash or wind. 2. The housing will be constructed of 5052-grade,.063-gauge aluminum. 3. The housing will be painted with one coat of yellow, UV-resistant TIGER Drylac Series 58 powder coating for aluminum surfaces, or equivalent which meets AAMA 2604-05, GSB and Qualicoat Class 2 Specifications. 4. The housing will have affixed upon its exterior two weather-resistant vinyl OSHA-compliant "FLAMMABLE LIQUID" labels, two weather-resistant "BUST FOD" warning labels, and DOT-approved weather-resistant light-reflective tape. 5. The unit will include a door in the front panel of the housing, which will be opened to access the interior contents. When open, the door will latch and be tethered securely to the side of the unit to prevent undesired movement due to rotor/jet wash or wind. When closed, the door will latch securely in place to prevent undesired movement due to rotor/jet wash or wind and to prevent rain from entering the inside of the unit. 6. For safety reasons, the housing will not be of a design with an aft hinge running the length of its base requiring the entire upper housing body to be tilted back onto the ground to open unit for access and use. Such a design exposes the inside contents of the station to adverse weather conditions and may result in a significant risk of cut fingers or toes or other user injury should a gust of wind or rotor wash slam the housing shut unexpectedly. 7. The housing base will include removable empty sand bags suitable for filling with a total of 150 lbs of sand by the user, to prevent undesired movement due to rotor/jet wash or wind. 8. The housing will have louvers or other rain-tight openings in four locations to vent fuel vapors. 9. The interior of the housing will include four fuel sample bottles, a bottle rack to secure them, a removable drip pan to prevent fuel spillage, one five-gallon OSHA & FM Certified portable waste fuel storage can, and a removable FOD container for depositing Foreign Object Debris (FOD) found on the flight operations surface. 10. The unit will include a grounding lug affixed securely into a perforation in the back panel of the housing. One side of the lug will be visible outside of the housing. The other side of the lug will be visible inside of the housing. 11. The unit will include a two-foot exterior grounding cable. One end of the cable will be affixed securely to the exterior side of the grounding lug. The other end of the cable will attach to an airfield grounding rod with an alligator clamp. 12. The unit will include an interior grounding cable. One end of the cable will be affixed securely to the interior side of the grounding lug. The other end of the cable will attach to the drip pan with an alligator clamp. *SHIPPING MUST BE INCLUDED**, 15, EA; LI 002: FOD Sweeper:FOD-Razor? Sweeper Assembly (with FOD*BOSS-compatible Tow Arm) In order to achieve needed program performance the following minimum specifications are required: 1) METHOD OF OPERATION: Will be completely self-contained and will operate using "friction sweeping" method. Will not have internal or external power sources, engine, or drive components. Towing vehicle will activate unit operation. 2) SWEEPING WIDTH: 8ft 3) OVERALL DIMENSIONS: (In operating mode) 8' x 5' x 2"; (Mobility mode stowed in carrying harness) 8? x 12? in diameter plus hitch adaptors (hitch adapters not included in Replacement Mat-only orders). 4) PORTABLE: Unit weight not to exceed 80lbs. Unit will be collapsible, and have carry/transport harness to provide for immediate deployment on site, or for air or truck shipment to other locations. Will be able to be hand carried to operations location, set up, and operated by one person. 5) PERFORMANCE: Equipment will be capable of sweeping 1million square feet per hour of operation. 6) SWEEPING SPEED RANGE: Minimum five miles per hour, with maximum operating speed of twenty five miles per hour. Ten to fifteen miles per hour is the recommended towing speed to maximize lifespan of the sweeper. 7) COLOR: Black. 8) OPERATORS MANUAL: Will have operating instructions and maintenance manual **SHIPPING MUST BE INCLUDED**, 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction.
