- Description
- The Department of the Interior, U.S. Geological Survey (USGS), Southwest Biological Science Center (SBSC), Grand Canyon Monitoring Research Center (GCMRC), has a requirement for Qty. (1) Norbit multibeam echosounder iWBMSh complete Sonar/INS survey kit with the following specifications: 400kHz 0.9 ° Rx beams over curved array, frequency agility from 200kHz to 700kHz, embedded AP30 (Applanix OceanMaster) option, AML SVX change sound probe, and calibrated mounting bracket.for mapping the bed of the Colorado River in Grand Canyon and on other projects throughout the Colorado River Basin. The Government intends to negotiate on a noncompetitive basis with Seahorse Geomatics, the only U.S. reseller of for the Norbit iWBMSh 12007-1, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. GCMRC requires a Multibeam echosounder system (MBES) suitable for use in shallow water. MBES are used for measuring water depth to make maps of the beds of rivers and other bodies of water. MBES collect data over large swaths of river bed simultaneously, which facilitates mapping large areas with minimal effort. These data are used to measure changes in river channel morphology, develop base maps used for hydraulic modeling, and characterize aquatic habitat. There are many physical and functional requirements for this system, many of which are met by several vendors. However, market research indicates the minimum needs listed below can only be provided by Norbit. Those specifications pertain to GCMRCs requirement for a portable MBES that can be deployed from a small vessel in shallow water and measures at high resolution over a wide swath width such that it is possible to survey up to the edge of water. - Size: To be deployed from a small vessel, the inertial navigation system and all transducer elements and sound-speed probe must be integrated in a single ¿wet end ¿ configuration that, with included calibrated mounting bracket, must not measure more than 0.35 meters in any dimension and must weigh less than 25 lbs. In addition, the "top side" processor must fit in available space on boat: 12" x 9" x 5" or smaller. - Hydrodynamic: The system must include a hydrodynamic fairing integrated in the calibrated mounting bracket. This is required because the system will be used in rivers at speeds of up to 4 to 7 knots and pole-mounted on a 1.5" pipe. - Resolution: The system must be frequency agile in the 200 to 700 khz range such that resolution of up to 0.5 degree across-track and 1 degree along track is possible. This resolution is required to match the standards of equipment currently in use. - Swath width: The system must be capable of collecting bathymetric data across a swath at minimum 200 ° wide at speeds of 4 - 7 knots and it must be possible to rotate a smaller swath within the full 200 degree range without manually tilting the sonar head. These capabilities are required to allow mapping up to the water surface. - Inertial navigation system (INS): The system must include a tightly integrated high-resolution GNSS/INS that has 0.01 ° roll and pitch accuracy and 0.02 ° heading accuracy. These performance specifications are required because the system will be operated over a wide swath in highly dynamic river environments. - Data products: The system must provide real-time output of bottom detection data (utilizing modern approach that incorporates amplitude, phase, and blend), multibeam-sidescan, and beamformed intensity time series (snippets and watercolum). These data outputs are required for scientific purposes and to match the standards of equipment currently in use. Other interested concerns having the ability to furnish this multibeam echosounder complete sonar/INS survey kit may submit a capabilities statement to the Contracting Officer via email at ccabalsi@usgs.gov no later than the closing date of this announcement on August 24, 2016 at 12:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. All responses must be in writing, by email, to the Contracting Officer, Charlan Cabalsi at ccabalsi@usgs.gov. NAICS - 334511. Search, detection, navigation, guidance, aeronautical and nautical system and instrument manufacturing. Small Business Size Standard 1,250.
