IAW FAR 5.207(c)(15)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency The KC-135R Multi-Point Refueling System (MPRS) supplies fuel to U.S./NATO aircraft via hose and drogue. The MPRS control panel trail and rewind switch controls the extension and retraction of the hose and drogue system. Airmen have inadvertently actuated the Trail/Rewind switch into the trail position without the fuel and air pump activated. Without the fuel and air pump activated, the empty, unstable hose and drogue unwind and separate from the MPRS pod on the aircraft. The hose/drogue loss has been rated as a routine safety issue. Having the OEM install switch guards to the Trail/Rewind switches would reduce the number of accidental Trail/Rewind switch activation. This service is to modify the Multipoint Refueling Control Panels (MPRS) from NSN:1680-99-215-7709 into NSN:1680-99-216-2169. Due to limited data rights, this contract will be sole source to Flight Refueling Limited/Cobham Mission Equipment (FRL/CME) located in Great Britain.KC-135 engineering determined a switch guard could not be installed on the Trail/Rewind switch without FRL/CME's proprietary information. FRL/CME is the OEM and has the proprietary data and expertise to perform this modification. The total period of performance for this contract is estimated at 12 months.
