THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY! The Peace Corps seeks a vendor to provide portable water filtration systems to Peace Corps Volunteers (PCVs) serving at posts in 70 countries. PCVs are typically placed in rural environments, often at a considerable distance from the Peace Corps main office and medical unit in-country. Ambulatory healthcare is delivered in the medical unit, along with routine exams, patient education, and preventative care. Part of preventative care is education about mosquito-borne diseases and personal protective measures. The portable water filters will be used by PCVs at their local sites to independently filter locally sourced drinking water of any pathogens and potential illnesses. This Sources Sought is being issued under the following codes: Classification Code: 46, Water Purification and Sewage Treatment Equipment PSC: 4610, Water Purification Equipment NAICS: 339999 SUPPLY SPECIFICATIONS Responses to this announcement must provide detailed information about the company's capability to provide mosquito bend nets as described in this document. The Agency requires COTS Portable Water Filtrations Systems that comply with the minimum technical requirements. Submitted capabilities statements must address the following: 1. Water Filter System 1a. Simple to operate. A passive or man powered, no more than 2 stages for complete filtration to occur, and provide short term filtered water storage. 1b. Easy to Transport. The total system weight shall not exceed 30 pounds (lb) 1c. Easy to maintain. The user shall be able to adequately clean the system with soap, water, and a cloth. 1d. Capable of being put into operation by a single PCV. 1e. System is encased and durable enough to withstand harsh environments such as but not limited to:  Freezing temperatures  Extreme heat 1f. Operable in a passive and/or man-powered configuration limited to Gravity and/or a hand pump. Motorized or electric powered systems are not acceptable. 1g. Provides short-term storage for 1-Day of filtered water supply (3 liters) for 1 PCV. 1h. Warranty of no less than 24 months for all mechanical parts and pieces associated with the minimum water filter requirements. 1i. Capacity to remove parasitic cysts and pathogenic bacteria, as well as bad taste, odor, sediment, chlorine, and organic chemicals such as pesticides, herbicides, and industrial solvents. 1j. Size of the filter pore shall be <0.015 microns, small enough to remove 99.9% of viruses. 2. Replacement Parts 2a. The Contractor must provide any replacement parts related to the filter system identified in Section IV, subpart 1. The replacement parts to be identified by the Contractor. 2b. Warranty of no less than 24 months for all replacement parts 3. Other Unique Requirements 3a.The contractors shall provide a warranty on all parts and systems for a minimum of 24 months. 3b. The minimum life cycle of each system is 48 months (4 years), in which two (2) volunteers may use the same system. 3c. The minimum cycle on each spare part is 24 months (2 years), for the complete volunteer cycle of a single PCV 4. All shipments shall conform to the follow: 1. As identified in individual BPA calls, the Contractor shall ship supplies to Peace Corps Headquarters in Washington, DC. 2. As identified in individual BPA calls, the Contactor shall ship supplies to Peace Corps post(s) by region. a. Domestic and International Shipping fees are the responsibility of the contractor 4. All overseas customs declarations shall be clearly stated. 5. All overseas customs fees and costs shall be the responsibility of the contractor, 6. All overseas shipments shall have a tracking number 7. All overseas shipments shall be fully insured up to the value stated on the customs declaration. This Market Survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U. S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this Market Survey. All information is to be submitted at no cost or obligation to the Government. Any information that the responder considers proprietary should be clearly marked as such. All submissions become Government property and will not be returned, including any proprietary information. Any proprietary information must be properly marked. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The response to this notice shall not exceed five (5) pages. All responses must be submitted electronically to the Contract Specialist identified below and be received no later than August 25, 2016 at 12:00 p.m. Eastern Time (ET).
