Please see document "Amendment 0002 for additional information.** **AMENDMENT 0001-Proposal due date has been extended to 2:00 PM, EST Monday, 8August2016.** THIS OPPORTUNITY IS A 100% TOTAL SMALL BUSINESS SET-ASIDE This announcement constitutes a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items (Reference Class Deviation 2015-O0004-Permanent Authority for Use of Simplified Acquisition Procedures for Certain Commercial Items, from Federal Acquisition Regulation (FAR) 13.5.). This combined synopsis/solicitation is supplemented with the additional information included in this notice. Solicitation number W91236-16-R-0022 is issued as a Request for Proposal (RFP). Quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Wage Determination WD 15-4341 (Rev.-2) 01/05/2016 is hereby applicable to this action. This procurement falls within the provisions of the Service Contract Act of 1965, as amended, which among other requirements imposes mandatory minimum wages by occupation code as well as establishes an hourly minimum wage of $10.10 if not otherwise provided for by an occupation code. Contractors are referred to Attachment 2 and FAR Clause 52.222-41, "Service Contract Act of 1965. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-80 and DFARS Change Notice 20150226. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at: http://farsite.hill.af.mil/. The North American Industry Classification System (NAICS) code is 336611, and the Small Business Size Standard is 1000 employees. This solicitation is 100% Set-Aside for Small Business contractors. The U.S. Army Corps of Engineers, Norfolk District intends to issue a Firm Fixed Price contract for the vessel EIZABETH Dry-dock Repair Availability. The period of performance to complete all services in accordance with the Performance Work Statement (PWS) and the conditions of the contract is 75 days after award of contract. Proposed pricing is required to be honored through 45 days from the time of the closing of the Solicitation. NOTE: The Dry Dock Services shall be performed at the contractor's facilities which must be located within 120 miles of USACE Norfolk District Headquarters at 803 Front Street, Norfolk, Virginia 23510. However, the Contractor is not responsible for reasonable wear and tear to Government property or for Government property properly consumed in performing this contract.
