Description

The Naval Air Systems Command intends to negotiate a modification with Sikorsky Aircraft Corporation (SAC), Stratford CT, for a Firewall Shutoff Valve Trade Study in FY17. The objective of this modification is to provide the government with a trade study to find a reasonable solution in which the end results in a rapid response time for fuel shutoff to prevent potential fire zones. SAC has been the designer and developer of the CH-53K helicopter, and, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. SAC has an established supplier base and manufacturing processes which are critical for the quality production and the timely delivery of the CH-53K aircraft trade study. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
