- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate and issue an order on a sole source basis with Evidence Partners, Ottawa, Canada as it has been determined that the circumstances of the contract action deem only one source reasonable available under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). This notice is for the renewal of DistillerSR Software Licenses (25 licenses) for the period September 1, 2016 through August 31, 2017 with 2 one-year options. This software has been used by NIEHS/Office of Health Assessment and Translation (OHAT) for several years to screen studies in several ongoing evaluations. This software provides a web-based platform used for screening studies for relevance in literature-based evaluations using systematic review methodology. This software provides the ability to address screening conflicts, develop customized screening forms, and search across screened studies. It also provides the ability to track conflicts using color coding to highlight key words during screening, management tools to assist in structure reviews, and flexible report formats. Due to the extensive amount of documentation created in DistillerSR, a change in software would result in years of lost research data. Award is subject to approval of the sole source justification. This notice of intent is not a request for competitive proposals; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 15 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days of this notice, an award will be made to Evidence Partners. NAICS Code/Size is 511210/$38.5 Million. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures. There is no solicitation package available. No faxed documents will be accepted.
