- The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Officer Space Systems and Navy Communications Satellite Program Office (PMW 146) intends to negotiate a sole-source contract with General Dynamics C4 Systems (GDC4S) located at 8201 East McDowell Road, Scottsdale, AZ 85257, for sustainment support for the Mobile User Objective System (MUOS) Ground System. GDC4S will provide MUOS Ground System sustainment support covering hardware and software improvements, updates, and engineering changes. The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. GDC4S is the only source that possesses the MUOS design knowledge and expertise required to modify, update, and sustain the MUOS Ground System. The required sustainment efforts cannot be performed by any other source other than GDC4S without substantial duplication of cost to the Government that is not expected to be recovered through competition. The solicitation No. N00039-17-R-0146 is anticipated to be released and negotiated in Fiscal Year 2017 and awarded subsequently. The prospective award is planned to be an Indefinite Delivery Indefinite Quantity (IDIQ), contract consisting of a five-year base ordering period and five one-year option ordering periods. The hybrid contract will consist of a mix of fixed-price and cost-reimbursement Contract Line Item Numbers (CLINS). Individual Task Orders for MUOS Ground System sustainment activities will be issued using the applicable CLIN according to the scope of work required. Specific requirements for each Task Order will be set forth in the corresponding Performance Work Statement (PWS). The Government is not soliciting proposals in response to this synopsis. The solicitation will be issued without further notice. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information.
