RFQ -Quality of Life (QoL) WIFI- Reference (FA5587-16-Q-0021) Requesting Agency: 100TH Force Support Squadron - 100TH FSS/FSR RAF Mildenhall, Bury St Edmunds, Suffolk, IP28 8NF, United Kingdom Purchasing Agency: 48th Contracting Squadron - 48 CONS/LGCB RAF Lakenheath, Brandon, Suffolk, United Kingdom IP27 9PN RESPONSES TO REQUEST FOR QUOTE: Quotes are due to this office no later than (NLT) 2:00p.m. British Summer Time, 25 August 2016. Quotes will be sent via e-mail to Mrs. Nikkole Stites at nikkole.stites.1@us.af.mil and TSgt Eric Schaffstein at eric.schaffstein@us.af.mil. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) reference number FA5587-16-Q-0020. This solicitation is a requirement for shelving that meets the minimum specifications contained in this solicitation. As such only quotes with items that meet the minimum specifications contained within the Statement of Work (SOW) will be accepted. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-89, DPN 20160630, AFAC 2016-0603. Due to the overseas location of this solicitation, no set-aside will be used. The NAICS code for this requirement is 517919-Internet Service Providers. Offeror Representations and Certifications prescribed in FAR Part 52.212-3 shall be completed and included with Offer or in conjunction with SAM registration. The Offeror shall complete only paragraphs (b) of the provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision. DESCRIPTION OF REQUIREMENT: IAW Attachement 1: Statement of Work a. The 100 FSS located on RAF Mildenhall requires the provision of wireless and wired (where required) internet access for various facilities. b. We are required to provide uninterrupted access to the internet for various FSS facilities. Vendor will be required to maintain all components of the infrastructure and respond within 4 hours for the diagnosis of any problems and next day maximum for the performance of repairs. c. The vendor shall provide a 200Mbps fiber cable to cope with "burst" speeds of up to 200 Mbps contended, and model service on usage at each location. The service shall be encrypted/protected to prevent unauthorized persons from accessing the connection and thereby reducing its effectiveness. The Contractor shall provide the ability to block access to certain sites such as Pornography sites and Gambling Sites, using policy differential for each location or group of locations. The specific categories and sites will be provided by 100 FSS to the Contractor upon award. 100 FSS/FSRI will have the ability to contact the Contractor to add/remove certain sites from being blocked by the content filter. The content filter should also have a customizable banner that users of the wireless system would have to accept before using the wireless system (one time requirement with no password). 100 FSS will provide the message that the contractor will use for the content filter term of usage agreement. ***To be considered for award, you or your entity must be actively registered in System for Award Management (SAM), www.sam.gov and subsequently enrolled in Wide Area Workflow (WAWF), https://wawf.eb.mil/, for purpose of invoice/payment if awarded the contract. Please note that WAWF is the ONLY ACCEPTABLE means of invoicing and payment. Offerors should provide their DUNS number, CAGE code, and confirmation of their SAM registration along with their quote. A site visit which will be coordinated by the 48th Contracting Squadron prior to commencement of installation. The site visit will be held on Friday, 12 August 2016 at 1300hrs at the building 450 on RAF Mildenhall. All individuals planning on attending this site visit need to coordinate with Mrs. Nikkole Stites via email at nikkole.stites.1@us.af.mil no later than close of business (COB) on 8 August 2016.
