Description
NASA/GRC has a requirement for a Variable Angle Spectroscopic Ellipsometer capable of measuring over a wide wavelength range from ultraviolet to near infrared at various incident angles. The following are the general minimum specifications: -Wavelength spectral range from at least 245 nm - 1690 nm -The number of wavelengths must variable and able to be user defined -Must allow for measurements at specific wavelengths, e.g. 1550nm, 1310nm, 980nm, etc. -Angle of incidence must be adjustable with an automated option and cover the range of at least 20° - 90°, with an accuracy/step size of at least 0.02° -Sample stage must accommodate up to at least 175 mm diameter samples -Must accommodate samples/substrates of maximum thickness of at least 15 mm -Control and data acquisition should be accomplished through a dedicated computer -Must include software for data acquisition, analysis, modeling, etc. NASA/GRC intends to purchase the Ellipsometer from J.A. Woollam Co., Inc., 645 M Street, Lincoln, NE 68508 in order to ensure compatibility, accuracy of previous data taken with the older model, and continuity of measurements from the older system to a new system. The VASE ellipsometer is an upgrade and replacement for an older, obsolete ellipsometer from the same company that had been in use at GRC for several years. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/32/16. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
