- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR THE PURPOSES OF CONDUCTING MARKET RESEARCH. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government anticipates award of a firm fixed price contract IAW FAR 19.5 utilizing small business concerns. The North American Industry Classification System (NAICS) Code is _541614_, and the small business size standard is _$15.0M_. The US Army Contracting Command at Rock Island, IL is conducting market research to determine the existence of companies that can provide the following: The necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to: 1) Refine implementation plans to existing command strategies focused on balancing enterprise and primary/archive depot health, expanding/developing framework, key principles, measures, and tools tailored to a corporate perspective while considering all depot mission areas; 2) develop a business framework, key principles, and measures for effective and efficient management of the U.S. Army Joint Munitions Command (JMC) archive and primary sites to ensure viability at the site level and efficiency and readiness at the network level; 3) develop a business framework, key principles, and measures for effective and efficient management of CONUS based Ammunition Supply Points (to ensure viability at the site level and efficiency and readiness at the enterprise level), utilizing industry best practices to develop a business model to build a world class organization. The model must be robust for expansion into other global Army fields of operation and portable to the Joint Services. Any interested sources are requested to provide a brief capabilities statement (15 page limit) and letter of interest to Mark Goethe via e-mail at mark.t.goethe.civ@mail.mil. As a part of the capabilities statement, please show a clear understanding of the regulations and policies behind: 1) Government-Owned, Government-Operated (GOGO) installations operating under the Army Working Capital Fund (AWCF) rate structure and Government- Owned, Contractor-Operated (GOCO) operations; and the impacts they have on Command ammunition logistics network operations; 2) operational knowledge and/or experience in managing a uniquely complex interrelated system consisting of both distribution and long term storage functions, as the Command ammunition logistics network operates under this structure; and 3) knowledge of the characteristics of network alignment pertaining to ammunition logistics and the affects it has on preserving an effective enterprise logistics strategy. The capabilities statement must also 1) demonstrate operational knowledge of the Department of Defense and Department of the Army planned alignment around its 15 End-to-End processes in its Business Transformation Plan; 2) a clear understanding of both the wholesale and retail enterprises and the interaction between the two pieces of the supply chain; 3) show knowledge of the tensions at the retail level between operational and tactical battle rhythms, much like the tensions between archive and distribution/ production and distribution in the wholesale sector 4) exemplify operational knowledge and/or experience in managing a uniquely complex interrelated system consisting of both wholesale and retail networks; and 5) a clear understanding of the variety of work the Command organic base carries out, the economic drivers along this spectrum, the interrelatedness amongst the various mission areas, and a strategy to integrate and align all mission areas to optimize logistics readiness and efficiencies across the JMC enterprise. Also, please include any current or past contracts you have been awarded or the ability to obtain sufficient proof of capability for this type/magnitude of contract. In addition, you must include a statement of what socio-economic category your company qualifies as (i.e. a Small Business, SBA Certified HUB-Zone Firm, SBA Certified Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, Veteran Owned Small Business, etc.) No solicitation will be released for competition from this announcement, and no reimbursement will be made for any cost associated with providing information in response to this announcement. No contract will be awarded on a basis of offers received in response to this notice. No solicitation document is available and telephones requests for technical information will not be honored. Any information provided is strictly voluntary. The Government will not pay for information submitted in response to this Sources Sought Notice.
