Description
Required Specifications Applicable Provisions and Clauses This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation NNK16591261Q is issued as a request for quotation (RFQ). NASA John F. Kennedy Space Center has a need for an airboat and trailer. It is an essential tool for the police department. The department currently has a fleet of two Diamondback airboats. The Diamondback Law Enforcement air boat provides Kennedy Space Center with the type of watercraft it requires to perform law enforcement / search and rescue and emergency tactical response for which airboats are uniquely designed to provide service and performance in a variety of adverse operating conditions found on Kennedy Space Center. First responders need a reliable, stable boat from which to orchestrate challenging rescue and tactical operations and rescue boaters, even while waves crash overboard. Diamond Back airboats are specially designed to keep responders safe in these precarious situations with a number of features like automatic bailing cockpits and flow-through transoms, polyurethane ruggedized collars, specialized electronics and tactical launching platforms to name a few. Strategically placed rescue doors enable responders to easily pull victims aboard. Augmentation to the fleet with another Diamondback will allow for interchangeability of parts from one airboat to another. Additionally, the workforce is familiar with the operation requirements of the Diamond Back airboats, eliminating the need for additional training needed if another manufacturer of airboat were purchased. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact noted below. Such specifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. The Government intends to acquire a commercial item using FAR Part 12 and the simplified acquisition procedures set forth in FAR Part 13 by issuing a firm fixed price contract. The attached provisions and clauses those in effect through Federal Acquisition Circular 2005-89. This procurement is a total small business set-aside. The North American Industrial Classification System (NAICS) code for this acquisition is 336612, Boat Building. The small business size standard for NAICS code 336612 is 500 employees. The offeror shall state in their offer their size status for this procurement.
