Set-Aside Code: SDVOSB 6. Response Date: 08/25/2016 7. Place of Delivery/Performance: U.S. Army Research Laboratory 2800 Powder Mill Rd Adelphi, MD 20783-1138 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-16-T-0305. This acquisition is issued as an Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 effective 14 July 2016. (iv) This acquisition is set-aside for Services Disabled Veteran Owned (SDVOSB). The associated NAICS code is 337214. The small business size standard is 1,000 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Eight (8) Laboratory Benches in accordance with Salient Characteristics in section (iv) CLIN 0002: Eight (8) Overtable Mounting Racks in accordance with Salient Characteristics in section (iv) CLIN 0003: Two (2) Cubicle Workstations in accordance with Salient Characteristics in section (iv) CLIN 0004: Two (2) Storage Cabinets in accordance with Salient Characteristics in section (iv) CLIN 0005: Two (2) Electric Height-adjustable Tables in accordance with Salient Characteristics in section (iv) CLIN 0006: The Contractor shall deliver and install all furniture to the Adelphi Research Laboratory in Adelphi, MD 20783-1138 in accordance with the attachment labeled "Lab Floor Plan." The two (2) Laboratories are adjacent to one another and are currently separated by a wall which is represented by a red line in the floor plan. The Contractor is not responsible for the two (2) optical tables in the plan. (vi) Description of requirements: The Contractor shall provide eight (8) laboratory benches, eight (8) overtable mounting racks for the laboratory benches, two (2) cubicle workstations, two (2) storage cabinets, two (2) electric height-adjustable tables, and delivery and installation at the Adelphi Laboratory in Adelphi, MD 20783-1138 that fulfill the following minimum Government specifications: CLIN 0001: Eight (8) Laboratory Benches with the following characteristics: • 30 inch (") Depth (D) X 60" Width (W) X 36" Height (H) • Tabletop surface supported by storage cabinets on both sides for storage of laboratory equipment o Shall be 16 cabinets (eight (8) benches X two (2) cabinets each = 16 cabinets) • Include the following combination of drawer sizes for the cabinets in order to store equipment of various sizes: o Eight (8) cabinets: four (4) approximately 5.75" H (inner dimension) drawers and two (2) approximately 2.75" H drawers o Four (4) cabinets: one (1) approximately 11.75" H drawer, one (1) approximately 5.75" H drawer, and four (4) approximately 2.75" H drawers o Four (4) cabinets: three (3) approximately 5.75" H drawers and four (4) approximately 2.75" H drawers • Maple Tabletop • All hardware and accessories required for assembling the benches CLIN 0002: Eight (8) Overtable mounting racks for each bench with the following characteristics: • Two (2) flat shelves attached to the racks of each bench o Shall be 16 flat shelves (eight (8) benches X two (2) shelves = 16 flat shelves) • One (1) sloped shelf attached to the racks of each bench o Shall be eight (8) sloped shelves (eight (8) benches X one (1) shelf = eight (8) sloped shelves) • One (1) wire spool holder attached to the racks of one (1) bench • Two (2) wirethrough electrical outlet strips attached to the racks of each bench o Shall be 16 outlet strips (eight (8) benches X two (2) outlet strips = 16 outlet strips) • All hardware and accessories required for mounting the racks, shelves, spool holder, and wirethrough electrical outlet strips • All power cords required to supply power to the outlet strips CLIN 0003: Two (2) Cubicle Workstations with the following characteristics: • 6 foot (') X 6' • L-shaped table layout • Shall include one (1) overhead cabinet with under-cabinet light emitting diode (LED) lighting with power supply, one (1) tackboard, and (1) under-table filing cabinet CLIN 0004: Two (2) Storage Cabinets with the following characteristics: • 36" W X 18" D • 5-6' H CLIN 0005: Two (2) Electric Height-adjustable Tables with the following characteristics: • 48" W X 30" D CLIN 0006: The Contractor shall deliver and install all furniture to the Adelphi Research Laboratory in Adelphi, MD 20783-1138 in accordance with the attachment labeled "Lab Floor Plan" The two (2) Laboratories are adjacent to one another and are currently separated by a wall which is represented by a red line in the floor plan. The Contractor is not responsible for the two (2) optical tables in the plan. (vii) Delivery is required twelve (12) weeks After Date of Contract (ADC). Delivery shall be made to U.S. Army Research Laboratory, 2800 Powder Mill Rd, Adelphi, MD 20783-1138. Acceptance shall be performed at Government. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the Responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The Contracting Officer determines that past performance need not be evaluated because the supplies being purchased are of a low complexity that past performance information would not make a substantial difference. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
