Description
Invoice Instructions Addendum D 52.212-5 Addendum B 52.212-2 Addendum A - 52.212-1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)The solicitation number is HHS-NIH-NIDA-SSSA-SOL-2016-541 and the solicitation is issued as a request for proposal (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5- Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89-1 dated 08-15-2016. (iv)The associated NAICS code 334516 and the small business size standard is 500 employees. This requirement unrestricted full and open. (v)The National Center for Advancing Translational Sciences (NCATS) focuses on getting more treatments to more patients more quickly. Several thousand genetic diseases affect humans, of which only about 500 have any treatment. A novel drug, device or other intervention can take about 14 years and $2 billion to develop, with a failure rate exceeding 95 percent. NCATS is directly addressing this problem by discovering new technologies and other approaches that could greatly accelerate the process of developing and deploying solutions that can be used by all translational researchers. The NCATS Chemical Genomics Center (NCGC) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra-and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases. A real-time polymerase chain reaction is a laboratory technique of molecular biology based on the polymerase chain reaction (PCR). It monitors the amplification of a targeted DNA molecule during the PCR, i.e. in real-time, and not at its end, as in conventional PCR. As such, this technique is needed as part of the many complex follow-up experiments the biologist carry out in discovering novel small molecules. At the moment we cannot use real-time PCR as an assay-readout in our automated HTS workflow because the only real-time PCR instruments available at NCATS only accommodates microtiter plates up to 384-well format. In addition to real-time PCR, NCATS has recently been implementing Cellular Thermal Shift Assays (CETSA) to assay direct binding of compounds to the cellular targets in cells. The NCATS Chemical Genomics Center (NCGC) has a requirement to purchase two (2) high-performance real-time PCR instruments to include into our high-throughput screening workflow and allow for additional assay-readout capabilities. (vi)The high-performance real-time PCR instrument that meets the following capabilities First Instrument: •Must be compatible with 1536-well microtiter plate and allow for up to 1536 reactions per run •Must be able to work with 0.5 - 2 µL reaction volumes per well •The run time must be 50 minutes or less per plate •The instrument must have the ability to be programmed for automated running •Must allow for 2x multiplexing capabilities •Include one day of training for NCATS scientist •Provide one year warranty that covers all parts and labor and have a technical assistance hotline available Second Instrument: •Must be compatible with 96 and 384-well microtiter plates and 8-tube strips and allow for up to 384 reactions per run •Must be able to work with 10-100 and 5-20 µL reaction volumes per well •The run time must be 60 or 40 minutes or less per plate •The instrument must have the ability to be programmed for automated running •Must allow for 6x multiplexing capabilities •Include one day of training for NCATS scientist •Provide one year warranty that covers all parts and labor and have a technical assistance hotline available (vii)Delivery of units is required within eight (8) weeks of receipt of the award. (viii)The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. This solicitation is issued as a BRAND NAME OR EQUAL. Please refer to addendum A for additional instructions to offerers. (ix)The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Please refer to addendum B for additional evaluation information. (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1: Technical Capability: The Government shall evaluate the Contractor's ability to provide the required equipment in the required quantities. Factor 2: Delivery Schedule: The Government shall evaluate offers for ability to meet or exceed delivery schedule requirements. Ability to exceed the delivery schedule requirements shall be viewed favorably. Factor 3: Past Performance: The Contractor shall be evaluated for relevant experience providing similar equipment. The offeror shall provide a list of two (2) contracts completed during the past five (5) years, similar in size and scope to the requirements outlined in the Statement of Work. Experience must be specific to delivering this equipment. Offerors shall include the following information for each contract or purchase order listed: •Name of Contracting Organization •Contract Number •Contract Type •Total Contract Value •Description of Requirement and Specific Responsibilities of the Offeror as they relate to this SOW •Contract Period of Performance Past performance shall be evaluated for relevance to this requirement. Technical and past performance, when combined, are significantly more important than cost or price. (b)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. POST AWARD EVALUATION OF CONTRACTOR PERFORMANCE a. Contractor Performance Evaluations Interim and Final evaluations of Contractor performance will be prepared on this contract in accordance with FAR Subpart 42.15. The Final performance evaluation will be prepared at the time of completion of work. In addition to the Final evaluation, Interim evaluation(s) will be prepared Annually as follows on [Insert Dates]. Interim and Final evaluations will be provided to the Contractor as soon as practicable after completion of the evaluation. The Contractor will be permitted thirty days to review the document and to submit additional information or a rebutting statement. If agreement cannot be reached between the parties, the matter will be referred to an individual one level above the Contracting Officer, whose decision will be final. Copies of the evaluations, Contractor responses, and review comments, if any, will be retained as part of the contract file, and may be used to support future award decisions. b. (xi)The FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii)FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii)The following additional contract requirement(s) or terms and conditions as determined by the contracting officer are necessary for this acquisition and consistent with customary commercial practices. There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. (xiv)The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xv)Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B.
