Rotating Machinery Vibration Measurement Equipment Sources Sought (1) Action Code: SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Rotating machinery vibration measurement equipment The Contractor shall deliver one (1) Rotating Machinery Vibration Measuring Equipment to the Vehicle Technology Directorate (VTD) at Aberdeen Proving Ground (APG) that meets the following minimum requirements: •- Sixteen (16) dynamic channels (i.e. for proximity probes, accelerometers, and velocity probes) •- At minimum three (3) tachometer or optical encoder channels •- Sampling rate of greater than or equal to 102 kilohertz (kHz) per channel •- Transducer input types at least with the following; proximity probes, accelerometers, velocity probes, optical encoders (or tachometers) •- Sensor connection type: Subminiature version A (SMA), Subminiature version B (SMB), or BNC (Bayonet Neill-Concelman) connections •- Analog to Digital (AD) resolution of 24 bits •- Anti-aliasing filter (AAF) to restrict the bandwidth of a signal before a signal sampler •- Simultaneous acquisition of all channels •- Waveform display capability •- Real-time and post-processing capability, and simultaneous view of data from multiple runs, with the Finite Fourier Transform (FFT) analysis •- Pre- and post-event data capture capability •- Remote operation with Ethernet cable •- User friendly and easy-to-use configuration of the setup •- Send and receive data with auxiliary equipment(s) and/or main data acquisition system using analog signals or LabView-based signals •- One (1) Digital Video Disc (DVD) operation instruction •- One (1) year warranty starting upon completion of the commissioning Additional Preferred Characteristics (not required): •- Signal inputs types at least with the following: +/-10 volts direct current (VDC). Programmable signal inputs are preferred •- Selectable inputs between differential and single-ended are preferred •- Selectable signal filtering capability including low-pass, high-pass, and bandpass filters is preferred •- Internal data storage capacity of 600 gigabytes (GB) is preferred C.
