Description
Synopsis: This is a Sources Sought Announcement and request for information only. This is not a Request for Proposals and does not constitute a commitment, implied or otherwise, that the Government will take procurement action on this matter. Requests for a solicitation will not receive a response. The Government will not be responsible for any cost incurred in furnishing information provided under this Sources Sought Announcement. Responses will assist the Government in determining potential responsible sources and procurement strategy. 1. OVERVIEW The Department of Veteran Affairs Mann-Grandstaff VA Medical Center - 4815 N Assembly St, Spokane, WA 99205 and Network Contracting Office 20 - 5115 NE 82nd Ave, Vancouver, WA 98661 are conducting a Sources Sought market survey to identify sources with the interest and capability to provide an intermittent boiler plant operator. The contractor shall be responsible for providing a qualified boiler plant operator to cover approximately 520 hours per year when VA staff is unavailable due to leave, training, vacancy, or other administrative purposes. Specifically, the contractor shall perform or have someone perform: 2. REQUIREMENTS 2.1 In the event a boiler operator is required, due to a position vacancy or a full-time operator on leave, the Contractor shall fill in on various shifts and performs duties within the Boiler Plant Section, Facilities Support Service. 2.2 Makes periodic visual checks of equipment to ensure proper operation. Operates manual and automatic control instruments and high pressure gas/oil fired boilers required continues Boiler Plant Operation attention. Maintains constant observation of gauge glasses, water columns, signals, indicators, flow meters, and/or charts in determining steam evaporation, and excessive steam production. Interprets flow meter/chart readings and makes system operation determinations; e.g., builds up/lowers boiler fires, activates pressure reducing valves, starts/stops water pumps, etc. Checks and make adjustments to feed water regulators and pumps. Checks steam, airflow, gas, and/or oil meters and fuel gas-temperature records. Fires on oil eight hours or more each month. Fires up or takes boilers off line. Frequently checks water levels and steam pressure gauges; opens intake valves to add water or to blow off steam. Ensures proper operation of heat recovery system to maximize heat recovery and minimize thermal pollution. 2.3 Collects/draws boiler, condensate, feed, and soft water samples and conducts water tests; analyzes results determining acidity, causticity, and alkalinity by using prescribed reagents, color slides, or other standards. Calculates treatment requirements, making determination of required chemicals to be added to boilers and deaerating tank to treat water or control corrosion/scale formation. Operates/maintains station water softening system; e.g., two 250 gallon per minute water softeners, associated valves, filters, etc.; conducts periodic tests, regeneration, and backwashing. Operates and monitors station water system panel which transmits vital data (e.g., water tower level, well pump operations, chlorinators, etc.). 2.4 Accomplishes system/equipment repairs or adjustments noting technical difficulties in system/equipment operations (e.g., rerolls tubes; repairs refractories and pumps; replaces fan motors; dismantles/cleans/repacks valves, pistons, and/or seals; mounts, connects, and adjusts transformers, motors, electrodes, relays; solenoids, rheostats, aquastats, stack switches, and/or ducts; repairs/replaces water regulators, boosters, generators; alarms/safety devices, and blower/draft motors and bearings; checks/tests trips and special governors; replaces bearing casings, packings and/or valves, valves seats, and discs; uses a reseating tool to reseat; aligns/adjusts water, air, or steam; repacks stuffing box; and replaces defective gaskets, diaphragms, bellows, etc.). Adjusts and tests control equipment and completed repairs. 2.5 Reports extensive major deficiencies and/or malfunctions. Uses varied hand and power tools in maintaining systems/equipment and making minor repairs or adjustments. Transports tools, equipment, and/or materials to work areas. Keeps work areas in a clean and orderly manner; removes and disposes of waste, debris, and excess materials. Follows safe work practices. Operates and tests fire/disaster alarm equipment and emergency communications. Services key role in sounding station fire/disaster alarms and maintaining emergency communications with local public safety offices/officials. 2.6 Performs the proper operations, tests, adjustments, troubleshooting, maintenance and repairs, to a centralized, multiple zone air conditioning plant rated at 400 tons, consisting of multiple chillers providing chilled water air conditioning service to various buildings on campus including laboratories, operating rooms, computer spaces, offices, telecommunication areas, patient areas, and intensive care units, telecommunication areas, patient areas, and intensive care units. Incumbent controls and regulates temperatures in separate, multiple zones throughout the complex from a master computerized energy control center located in the utility plant. Operator selects proper operating temperatures, balances air flow, starts and stops equipment in several remote mechanical spaces, adjusts valves and set-points for temperature and humidity regulation to satisfy requirements as conditions warrant based upon computer evaluation, observation, and data collections. 2.7 Records all pertinent data in the appropriate records, journals, and logs. Performs required mathematical computations of efficiencies, averages, energy and water used, and steam and air conditioning tonnage produced. Documents hourly readings, water analysis results, water treatment chemical used, boiler and chiller status, temperatures, pressures, volt and ampere readings, vacuum pressure, refrigerant temperature and level, and other data as assigned. Maintains necessary machinery history records. 3. QUALIFICATIONS. 3.1 Minimum of five years Journeyman experience. 3.2 Knowledge of automatic/manual gas/oil fired fire tube high pressure boilers and auxiliary equipment sufficient to operate, maintain, test, and repair a complete boiler plant steam generating system, and have completed the VA required Safe Steaming course and successfully passed all 10 modules. 3.3 Knowledge of station water softening system sufficient to operate and maintain system including conduct of periodic water testing, regeneration, and backwashing. 3.4 Knowledge of basic operations of station fire alarm control panel equipment and related emergency procedures. 3.5 Knowledge of boiler water treatment and water sample collecting techniques sufficient to perform chemical tests to determine alkalinity, acidity, or causticity; analyzes results and causticity; analyzes results and calculates treatment requirements; and measures/treats boiler water with chemicals to control corrosion or scale (e.g., phosphate, sulfite, caustic soda, amines, etc.). 3.6 Knowledge of functions, operations, and maintenance requirements of a wide variety of flow meters, recorders, charts, meters, gauges, alarms, and signals reflecting steam production, demand, and pressure; fuel use; fuel/air ratio; excess air boiler steam, and water temperatures; boiler water level; make-up demand; and stack gas composition. 3.7 Knowledge of combustion process, fuels, etc., and the balanced relationship necessary to control the production of pollutants. 3.8 Knowledge of steam generation systems, plant layout, auxiliary equipment, and control systems sufficient to quickly locate problems or trouble and determine appropriate action necessary to maintain safe and adequate steam production. 3.9 Skill and ability to accomplish system/equipment repairs and/or adjustments; operates, maintains, repairs, and adjusts coordinated operation and maintenance requirements of a complex steam generation system including three 11,000 pounds per hour gas/oil water tube high pressure boilers with a total installed plant capacity of 33,000 pounds per hour at a maximum allowable working pressure of 250 pounds per square inch. 3.10 Skill and ability to read, use, and interpret a wide range of specifications, drawings, piping/flow wiring diagrams, sketches, and notes. Skill and ability to use varied hand/power tools and practice good Boiler Plant Operator care/maintenance; keeps abreast of new techniques and equipment through review of technical/administrative publications, codes, and standards; and participates in skill training opportunities including general, specific, and refresher offerings. 3.11 Ability to pass a security background check and obtain a VA-PIV card. 4.
