- MMR DD Form 254, Contract Security Classification Specification DRAFT MMR Statement of Work This SOURCES SOUGHT NOTICE is being issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Integrated Warfare Systems (IWS) 2.0 Above Water Sensors Directorate. The Government is conducting market research to determine small business interest and capability related to production of shipboard Multi-Mode Radar (MMR) non-developmental systems for use aboard United States Coast Guard (USCG) ships. MMRs are short-range target detection and reporting, surface and air surveillance radars. PEO IWS 2.0 is seeking companies with existing non-developmental MMRs, complete with the data, software, and technical information necessary to successfully integrate an MMR with other ship platform systems and support an MMR throughout its expected lifecycle. IMPORTANT: Each company must be able to receive classified documents up to the SECRET level and must be a United States (U.S.) company or an independent U.S. subsidiary. However, the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. There will be classified attachments at the SECRET/U.S. only level included as part of any future solicitation. A draft Statement of Work is provided with this notice for informational purposes. The Navy's MMR System Specification is marked Distribution Statement D and is available to interested U.S. companies upon request and approval. Only one copy of the controlled system specification will be distributed per sources sought respondent. To obtain the attachment, interested companies must complete the DD Form 254, Contract Security Classification Specification, attached to this sources sought notice, indicating a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability. In addition, companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information. Both the DD Form 254 and DD Form 2345 shall be submitted via email to gregory.bell@navy.mil with a copy to kate.robb@navy.mil, eliott.lee@navy.mil, and gary.mason@navy.mil. Once approved, the Government will issue a Terms of Use Agreement to the requesting company. The Terms of Use Agreement shall be signed and returned to the Contracting Officer. Upon receipt, the Contracting Officer will be able to provide the specification. The Government will not provide sponsorship for new or upgraded personnel or facility clearances. This Sources Sought Notice is issued solely for conducting market research in accordance with FAR Part 10 and does NOT constitute a Request for Proposal. The Government is NOT seeking or accepting unsolicited proposals. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. If a solicitation is issued in the future, it will be announced via FEDBIZOPPS and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. Companies responding to this Sources Sought Notice shall provide a capability statement not to exceed five (5) pages. Responses shall be in electronic format with 12 pt. font and margins of ¾ inches. A cover page for the response shall be included and will not be subject to the page count. The cover page shall include the company name, address, CAGE Code, company size, facility clearance level, and points of contact (name(s), email(s), and telephone number(s)). SUBMISSION OF RESPONSES : NAVSEA will accept ONLY electronic unclassified submission of responses. The due date for responses is 14 calendar days from the date of this posting to Kate Robb at kate.robb@navy.mil, Eliott Lee at eliott.lee@navy.mil, Greg Bell at gregory.bell@navy.mil and Gary Mason at gary.mason@navy.mil with the subject line "MMR Small Business Sources Sought Response to N00024-16-R-5381".
