Description
Virtual Industry Day and One-On-Ones NASA Johnson Space Center (JSC) plans to conduct an Industry Day overview of the Multi-Purpose Crew Vehicle (MPCV) Program Integration Contract II (MPIC II). The presentation for Industry Day will be held via a virtual Lync session from 9:00 am to 11:00 am (CDT) on Tuesday, September 13, 2016. The Government will also provide one-on-one communication opportunities which can be scheduled on Wednesday, September 14, 2016 and Thursday, September 15, 2016. A Request for Information (RFI) synopsis was posted on June 6, 2016, under the Reference Number NNJ16591055L, requesting industry information to consider as part of the decision making process for this procurement. The Government is considering making this procurement a total Small Business set-aside acquisition. It is anticipated that JSC will issue a solicitation for MPIC II. This is a follow-on effort to the MPCV Program Integration Contract (MPIC) that will support JSC in Houston, Texas. The planned effort is anticipated to be similar in scope to the MPIC Contract and will provide: • Professional engineering and related services for the JSC MPCV Program Office, including the integration of MPCV Program Office work performed at other NASA centers and with the MPCV Program's lead development contractor. • Assessments of management processes, program schedules and costs. • Maintenance of the Program Plan and Work Breakdown Structure; support to the development of the annual Program Planning, Budgeting, and Execution process; and data management, risk management and configuration management. • Engineering reviews and assessments for system requirements, testing and verification, performing performance analyses, and reporting on the achievability of the integrated requirements. • Development of concept of operations planning, processes and procedures for ground operations, flight execution and recovery. The current version of the Statement of Work (SOW) and Task Orders for the MPIC contract, NNJ13TA03B, are provided in the technical library on the MPIC II website at http://procurement.jsc.nasa.gov/mpic2/. It is the potential offerors responsibility to monitor the website for any future updates. VIRTUAL INDUSTRY DAY MPIC II Virtual Industry Day is open to firms who are interested in pursuing contracting opportunities for the MPIC II procurement. A confirmation email will be sent to acknowledge your reservation and provide further instructions on how to join the virtual session. Questions will be allowed at the end of the presentation. INDUSTRY DAY GOALS 1. Develop Industry's understanding of the Government's current vision and objectives; 2. Promote competition and solicit feedback on the proposed acquisition; 3. Provide Industry with the opportunity to meet with the Government early enough in the procurement process to provide input into the MPIC II procurement strategy; 4. Encourage Offerors to submit questions and comments electronically via the procurement website or email. The Government will respond officially to all questions submitted by posting official responses to FedBizOps (FBO). Industry Day is open to all firms who are interested in pursuing contracting/subcontracting opportunities for the MPIC II effort whether they have performed work at JSC or not. All interested parties are encouraged to participate in the virtual session. ONE-ON-ONE SESSIONS To facilitate interactive communications with industry, NASA/JSC will hold one-on-one meetings with industry on Wednesday, September 14, 2016 and Thursday, September 15, 2016, to discuss the anticipated MPIC II procurement. The purpose of the MPIC II one-on-one meetings is to allow industry the opportunity to openly communicate with the Government by providing comments and inputs early enough in the procurement process for consideration during the procurement strategy. The one-on-one meetings are intended to be question and answer sessions. Please note that neither side will be permitted to make a formal presentation during the one-on-one communication meetings; recording (including, but not limited to, photo, video, and audio-recording) devices are prohibited. One-on-One meetings can be attended either in person and/or via teleconference. The following topics may be discussed during the one-on-one sessions: 1. The general purpose of the announced procurement; 2. Any information about JSC that NASA has already made accessible to the public or is otherwise being made available to all potential offerors; 3. Historical information about the general nature or scope of prior contracts whose requirements will be addressed in whole or in part under a follow-on procurement; 4. Information that describes the federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), or other published procurement policy documents; and 5. Procurement-specific information already published, such as information contained in the acquisition forecast and MPIC Statement of Work (SOW) and Task Orders. Questions regarding the subjects below will not be discussed during the one-on-one sessions: 1. Proprietary or confidential business information of incumbent contractor(s) or other business entities performing similar or ongoing efforts; 2. Privacy Act-protected information, such as incumbent contractor employees' personal data; 3. Trade Secrets Act-protected information; 4. Speculation on what the Government might be looking for in proposals; 5. Different technical and management approaches; 6. Technical Efficiencies; 7. Any particular Government Emphasis; and 8. Incumbents' performance. Upon completion of one-on-ones meetings, a list of parties who participated and a list of respondents from the RFI will be posted to the MPIC II website. ATTENDANCE LIMITATIONS: The One-on-One Meeting attendees is strictly limited to four (4) persons per company, or per team. It is the potential offeror's responsibility to monitor this website for updates. Any company may request a one-on-one meeting, regardless of whether they are interested in proposing as a prime contractor or subcontractor. Meetings will not exceed 25 minutes in length. Appointments will be scheduled between 9:00 a.m. CDT to 4:00 p.m. CDT on Wednesday, September 14, 2016 and Thursday, September 15, 2016. Should the number of firms requesting meetings exceed the times available, other meeting times will be arranged as soon as is practical.
